The NATIONAL ROAD INFRASTRUCTURE MANAGEMENT COMPANY SAthrough DRDP CLUJ in Romania from Europe region has released this tender for Works and services regarding the periodic maintenance of public roads BA 16 bituminous mats with 4 cm milling Year I Year IV on motorways and national roads under the administration of DRDP Cluj Framework agreement - 4 years The maximum value of the framework agreement is 66 605 837 31 lei excluding VAT The min value of the framework agreement is 6 660 583 73 lei excluding VAT The value of the largest subsequent contract is 4 162 864 79 lei excluding VAT The min and max quantities of the framework agreements and subsequent contracts are in accordance with the Lists of quantities attached to the Specifications The contracting authority reserves the right to modify the contract in accordance with art 221 of Law 98 2016 provided that these modifications do not fall within the provisions of art 221 para 7 of Law 98 2016 i e it does not represent a substantial change Revision clauses according to art 221 para 1 let a of Law no 98 2016 which anticipates the possible changes that may occur in the performance of the contract are the following a Parties to the Framework Agreement b Price of the subsequent contract c Payment methods and recovery of receivables d Inspections verifications e Reception of the works f Subcontractors g Quantities of works h Execution period i Other cases - extension of the duration of the subsequent contract for reasons that exclude the fault of the contractor changes in technical characteristics changes in the quotas positions and or dimensions of a part of the Work legislative changes or technical normative standard STAS norms changes generated by the omission of works that were not included in the initial contract but which became strictly necessary for its fulfillment changes generated by the waiver of some work items changes in the quantities of works for an item of the Contract although such changes will not necessarily constitute a Modification as a result of re-measurements modifications generated by the need to supplement the works that are the subject of the Framework Agreement subsequent contract and which are necessary to achieve the results and performance or quality indicators of the initial Framework Agreement subsequent contract modifications to the contract value as a result of the above modifications including price adjustment in compliance with the provisions of Law 98 2016 according to the provisions of the framework agreement and the subsequent model contract This framework agreement does not represent the legal basis for the commitment of public funds A framework agreement will be concluded with several operators with the resumption of competition Based on this framework agreement subsequent contracts will be awarded which constitute the legal basis for payment following the re-bidding The award of subsequent contracts will be made according to the needs of the DRDP CLUJ The number and duration of the contracts will be established according to the budgetary funds that can be allocated for this purpose Deadlines for submitting responding to requests for clarification additional information A In accordance with the provisions of art 160 paragraph 1 of Law no 98 2016 the deadline by which any interested party has the right to request clarifications or additional information in relation to the award documentation is a maximum of 18 days before the deadline for submission of tenders B In accordance with the provisions of art 161 paragraph 1 of Law no 98 2016 the deadline by which the contracting authority will respond clearly and completely to all requests for clarification additional information is the 11th day before the deadline set for submission of tenders Any request for clarification sent after the date mentioned in point A will make it impossible for the contracting authority to provide a response within the deadline mentioned in point B and as a result any request for clarification within the aforementioned deadlines will be considered late with tender notice no. 669603-2026 published on 07 Oct 2026.
