ROAM has a mandate to promote the organic sector in Rwanda and intervenes in activities related to raise awareness amongst the population on the benefits of organic agriculture, provide capacity building to organic value chain actors, advocate and lobby for the adoption of organic policy and related legal framework in agriculture sector in Rwanda, Strengthen synergies and networking amongst the organic value chain actors. ROAM’s Vision Vibrant and Sustainable Organic Agriculture Systems that contribute to Health environment, better livelihood, food security, Safe nutrition and a Growing consumer market. ROAM’s Mission Develop and Promote the Ecological Organic Agriculture (EOA) as a Farming Method that Sustains the Health of Soils, Ecosystems and People. Justification Solid effective management and good governance systems play a big role in the development and maintenance of effective operations for any organization and to achieve it, capacity building is a critical element. Capacity building is defined as the development of knowledge, attitude and skills of the organizational personnel to enhance their abilities to achieve the short-term and long-term goals of the organization. Following the recommendations from a needs assessment study report to assess the capacity of Rwanda Organic Agriculture Movement (ROAM) in governance and management in order to effectively drive the organic sector in Rwanda, ROAM would like to hire a consultancy firm with expertise in financial, human resource management and corporate governance to strengthen ROAM staff through training to ensure an effective management and good governance systems are in place as possible solutions to the gaps identified during the assessment. The following areas will be focused on during the training session: Administrative management Financial management Financial Procedures and Systems Budgeting Bookkeeping system (usage of accounting system, accounting cycle, financial records management, filing system) Procurement procedures Asset management and valuation Cashflow management Financial reporting Human Resource Management Recruitment and Selection Procedures Human Resources Strategy and practices Employee Performance Management Payroll management system Training and development plan for organizational personnel Conflict resolution management Project Management Project Planning Project implementation Project monitoring, evaluation and reporting Good governance systems Effectiveness and Efficiency of good Leadership Accountability Inclusivity With the financial support from GIZ through the Local Subsidy program to implement a project entitled “Support to Strengthening Governance, Management and Technical Capacities of Rwanda Organic Agriculture Movement (ROAM)’, ROAM wishes to recruit a consultancy firm to train ROAM staff on the above mentioned areas. Objective of the assessment. The main objective is to equip ROAM staff with skills and knowledge on the mentioned areas in this ToR, for a sustainable and effective governance & management system to properly run the organizational operations. Expected output/deliverables ROAM staff is equipped with skills and knowledge in: Administrative and Financial Management, Human Resource Management, Project Management Good Governance Systems Develop a training content and timeline to conduct the assignment Produce training report Timelines The training will be conducted for 30 working days within a period of 6 months. Requirements /Qualifications of the Consultancy firm At least a Master’s degree or equivalent in business management, public administration, project management or related field. At least one professional certificate in finance & accounting At least 5 years’ experience with proven records in providing training in governance and management At least 4 years’ experience working with local NGOs A one-page write-up showing why the consultancy firm is most suitable for undertaking the consultancy work. Excellent communication and writing skills in English. Application Process: Interested candidates should submit the following: a) technical proposal covering the following components: (font-family: Calibri, font-size:12, not exceeding 4 pages) Their understanding of the assignment based on the terms of reference such as Interpretation of the objectives in the ToRs, critical examination of tasks and description and justification of the contractor's strategy for delivering the services put out to tender. Proposed methodology and approach for conducting the assignment. Proposed timeframe detailing the topics to be covered during training session, milestones showing how the company/firm’s previous experience matches the assignment objectives and their interest for the assignment b) financial proposal showing the total cost of conducting the assignment (Font-family: Calibri, font-size:12, not exceeding 2 pages c) At least one sample report of a similar assignment conducted in the past three years. d) Detailed background of the consultancy firm with relevant supporting documents (including detailed work experience, accreditation certificate, details of similar assignments and company registration certificate) N.B: The technical proposal and financial proposal will be submitted separately.
