Identify responsible organ(s)/Authority(s) and effective mechanism to test and approve the performance, skills and experience of a foreign needed workers under Labour Market Testing (LMT) Mechanism. Define an institutional framework to manage and operationalize LMT and point out roles and responsibilities for each institution/Agency/Body involved in the operationalization.
