GIZ has worked in Rwanda for over 30 years. The primary objectives agreed to between the Government of Rwanda and the Federal Republic of Germany are poverty reduction and promotion of sustainable development. To achieve these objectives, GIZ Rwanda is active in the sectors of Good Governance, Sustainable Economic Development, Climate and Energy, Digitalisation and Extractive Governance. The GIZ project "Digital Solutions for Sustainable Development" (DSSD) has a mandate to advise Rwandan institutions on the implementation of the Smart Rwanda Master Plan (2016-2020) and its priority projects. The project also aims to promote the development of digital solutions in collaboration with sector ministries, local and international private companies, research institutions and civil society. It is in that context that GIZ is looking for a reputed and experienced company to supply the following IT Equipment: The specifications and quantities are in the table below: Item Description and Specifications Quantity DESKTOP PC Processor: Core i5 10th Gen 4-cores or comparable AMD Storage: 1TB Storage RAM: 16 GB OS: Windows 11 Pro, permanent activation Office: MS Office Pro 2019, permanent activation Security: Any genuine recognized antivirus 40 Pcs UPS Smart-UPS Line Interactive 750VA, Tower, 230V, 6x IEC C13 outlets Smart Slot, AVR, LCD 40 Pcs Server Form factor: 2U rack server Processor: 2 Intel Xeon Scalable 4208 (8 core, 2.1 GHz, 11 MB, 85W) or above Two processor sockets Memory: 24GB Redundant power supplies Storage: 4TB x 6 (3.5” LFF SAS/SATA drives) Raid: 1/5/6 Network card with Gigabit - Ethernet (1000 Mbit) DVD drive Windows server 2019 standard edition 1 Pc The assessment is divided into three stages: Eligibility check, technical assessment, and financial evaluation: 3.1 Eligibility criteria Participating companies must meet the following eligibility criteria: The company must have a minimum experience of 3 years in Rwanda supplying different brand/categories of IT equipment to international organizations, embassies and medium to large multi-national corporations. 2 Letters of Reference from the past four years (2019 onwards) from such companies must be provided. The company must possess a valid registration certificate (issued by RDB), VAT certificate (issued by RRA) and tax clearance certificate (issued by RRA). The company must confirm in writing that the offer is valid until at least 4 weeks after the submission period has ended. Please submit the documentary evidence for the above criteria. Non-submission/Partial submission of commercial/technical documents mentioned above by any supplier will lead to a rejection of the entire bid. 3.2 Technical Assessment The bidders are encouraged to include a company profile that displays they fulfil the eligibility requirements. The technical specification of each item proposed must meet the technical requirements as described above. The offer must provide clear and complete specifications of items proposed. 3.3 Financial Evaluation The financial evaluation will be done only in respect of those firms, which meet the eligibility criteria and the technical requirements. Offer must indicate the unit price of each item and total price as per quantities given. Total amount of the offer must be VAT exclusive, if applicable.
