The Client intends to apply a portion of the funds to eligible payments under the contract for which this Bidding Document is issued. The Rwanda Information Society Authority (RISA) invites eligible bidders to submit bids for the tender of Provision of local transportation services to Innovation Hub Project (IHP-RISA) staff (for Coordination office and Hanga Hubs) as indicated in detail in the statement of Requirements. The tender is divided into five following lots: Lot 1: Provision of local transportation services to Innovation Hub Project (IHP- RISA) staff (Coordination Office) in Kigali; Lot 2: Provision of local transportation services to Nyagatare Hanga Hub (staff); Lot 3: Provision of local transportation services to Muhanga Hanga Hub (staff); Lot 4: Provision of local transportation services to Rubavu Hanga Hub (staff); Lot 5: Provision of local transportation services to Rusizi Hanga Hub (staff). Tender Documents in English may be obtained any time from eProcurement System for Rwanda (umucyo.gov.rw). For submission of their bids, all interested bidders must pay non-refundable fee of ten thousand Rwandan francs (10,000 Frw) to any Account of Rwanda Revenue Authority (RRA) opened at any commercial bank. All bids “shall” be accompanied by a “Bid Security” of 237,600 Frw for each Lot (Lot 1 to Lot 5). Enquiries regarding this tender may be addressed only through the eProcurement system (use the request for clarification button) in writing within two-thirds (2/3) of the deadline period for the submission of tenders from the date of tender notice publication. All bids written in French or English language shall be submitted online using the eProcurement system for Rwanda (www.umucyo.gov.rw) and the details about date and hour of their submission and opening are specified in eProcurement system (umucyo.gov.rw). Note that the late bids will not be accepted by the system. Bidding will be conducted in accordance with the Law N° 031/2022 of 21/11/2022 governing Public Procurement..
