The goal of Hinga Wunguke is to increase agriculture productivity and income, access to finance and markets, access to and consumption of nutritious food products in Rwanda, while increasing resilience of agriculture and food systems to the changing climate. As part of its core mandate, Hinga Wunguke Activity will facilitate access to finance for farmers and agribusinesses. The agriculture sector has an inherently higher level of risk in comparison to many other sectors, and the lack of familiarity with agricultural lending by many financial institutions, as well as a limited application of financial instruments to determine risk and investment potential, has led to limited access to finance in Rwanda’s agriculture sector (source: AFR, 2021). Section B provides full details on the required Scope of Work. Offerors are responsible for ensuring that their offers are received by CNFA in accordance with the instructions, terms, and conditions described in this Solicitation. A team of consultants and/or a firm/firms, of either Rwandan or international composition, are eligible for consideration in response to this solicitation. Failure to adhere to the instructions described in this document may lead to the disqualification. Please reference the solicitation number in all responses. Interested firms should submit a proposal including updated CVs, a two-page write-up on relevant experience and proposed high-level methodology, and with a detailed budget..
