The Government of Senegal (“Government” or “GoS”) has signed with the Millennium Challenge Corporation (“MCC”), an agreement called Compact, and intends to apply parts of the proceeds of the funds to payments for contracts for goods, works and services. The Compact includes an investment of about USD 550 million as a grant from MCC and an additional contribution of USD 50 million from the Government for a global amount of USD 600 million. The Compact includes the three following projects:
• The “Modernizing and Strengthening of SENELEC Transmission Network” project (Transmission Project) aims to provide quality electricity from available low-cost sources for Senelec to meet the growing demand on the interconnected network in Senegal;
• The “Increasing Access to Electricity in Rural and Peri-urban Areas” project (Access Project) seeks to increase the supply of, and demand for quality electricity in rural and peri-urban areas of Senegal;
• The “Power Sector Enabling Environment and Capacity Development” project (Reform Project) seeks to create an enabling environment to improve the financial viability of, and to ensure good governance in, the power sector, with the intent of improving the quality and quantity of the electricity supply. published on 21 Apr 2023.
