The mark of the other candidates is determined in proportion to the maximum mark and according to the number of references obtained by each candidate; - Specific references: these relate to all the references provided and attested, relating to Detailed Preliminary Project studies and works control for the rehabilitation of hydro-agricultural facilities. Specific experience in the field of rural infrastructure would be a plus; Each reference accepted in the APD study counts for three (03) points. Any candidate with (10) specific references or more obtains the maximum score of thirty (30) points. Each reference accepted for the control of hydro-agricultural development works counts for six (06) points. Any candidate with (05) specific references or more obtains the maximum score of thirty (30) points. - Sub-regional or local references: these concern all the general or specific references provided and relating to the services provided in West Africa in the fields of activity covered by this Expression of Interest. Each accepted reference counts for four (04) points. Any candidate with five (05) references or more obtains the maximum score of twenty (20) points. SAED will draw up a shortlist of a maximum of six (06) candidates, pre-selected on the basis of the applications received, to whom it will send the Request for Proposals File for the performance of the required services. These shortlisted candidates will then be invited to submit their technical and financial proposals and a candidate will be selected according to the method based on the technical quality and the amount of the proposal (selection quality cost) 8.
