The project will also increase vertical and horizontal production by adding new irrigated areas to the existing productive ones and by introducing an array of institutional and technical interventions to increase productivity. Specifically, the project will: 1. Support government’s efforts to substantially increase the production and productivity of rice using the private sector value chain led approach; 2. Increase smallholder farmers income and reduce poverty and food insecurity, and thus 3. (iii) improve the livelihood of the rural population; 4. Create commercial opportunities for targeted rice farmers with the objective to generate access to markets. The project will include the following four components: 1. Raising rice production and productivity; 2. Strengthening the Links to Markets 3. Fostering Enabling Policy and Institutional Environment; and 4. Project Implementation and Coordination Support. The works and services to be procured under the project will cover the full cost of construction of Irrigation canals and drainages, rural roads, agriculture inputs, storage and milling facilities, Capacity Building, Consultancy and PMU activities. Procurement of contracts financed by the Islamic Development Bank will be conducted through the procedures as specified in the Guidelines for Procurement of Goods, Works and related services under Islamic Development Bank Project Financing (April 2019 edition), and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the Guidelines for the Procurement of Consultant Services under Islamic Development Bank Project Financing (current edition).
