Medium inspection of the high-pressure part and large inspection of the low-pressure and medium-pressure parts of the SST5-3000 steam turbine including the supply of spare parts for the Malženice Power Plant

Tender Summary

The ZSE Power Plants, Ltd. in Slovakia from Europe region has released this tender for The subject of the contract is the performance of a medium inspection of the high-pressure part and a major inspection of the medium-pressure and low-pressure parts of the SST5-3000 steam turbine at the Malženice Power Plant and the delivery of spare parts and strategic spare parts necessary for the planned inspection. The inspection will be carried out during the planned shutdown of the Malženice Power Plant in 2028. The SST5-3000 steam turbine was put into operation in January 2011. The power plant was preserved from 2013 to 2018 and the equipment has been in operation again since January 2019. In 2028, the turbine will reach approximately 100,000 equivalent operating hours. The scope of the inspection is based on the operational status of the equipment, the number of equivalent operating hours and the equipment inspection plan No. NO 2-4-M-603-M0027/1-3. The contracting authority is implementing the subject of the contract in two stages. Stage 1 includes inspection services and Stage 2 the supply of spare parts and strategic spare parts. These are materially and technically related services linked to the same turbine and planned inspection, with each stage having a separate subject of negotiation and a separate contractual relationship. Stage 1 includes the performance of a medium inspection of the high-pressure section and a major inspection of the medium-pressure and low-pressure sections, including professional activities necessary to inspect the equipment, assess the technical condition of the inspected parts and evaluate the findings after opening the turbine. The results of the inspection will be the basis for determining any measures resulting from the determined technical condition. Stage 1 will be implemented on the basis of a separate Contract for Work. Negotiations on the technical, contractual and price conditions of Stage 1 are ongoing. Stage 2 includes the supply of spare parts and strategic spare parts for SST5-3000 identified in connection with the planned inspection, which need to be secured before its implementation. When determining the scope, the Contracting Authority based itself on the parts identified by the Manufacturer, checked its own stock and excluded parts that it already has. The subject of Stage 2 are only parts that the Contracting Authority does not have at its disposal and whose need is identifiable before the turbine is opened. Parts whose need can only be determined based on the actual technical condition after the turbine is opened are not the subject of the Purchase Agreement; their possible procurement will be assessed separately based on the established factual circumstances and the Public Procurement Act. The production and delivery period of the parts is approximately 12 months. Negotiations in Stage 2 have been completed and the performance will be carried out on the basis of a separate Purchase Agreement. The Contracting Authority used the direct negotiation procedure pursuant to Section 98(1)(b)(2) and, in relation to Stage 2, also pursuant to Section 98(1)(e) of the Public Procurement Act. Before using the direct negotiation procedure, it examined the relevant market and the possibility of securing the required performance by another economic operator in the framework of preparatory market consultations. It assessed the ability to secure performance for a specific SST5-3000 turbine while maintaining its technical characteristics, design solution and technical and functional compatibility. The manufacturer of the SST5-3000 turbine is Siemens Energy Global GmbH & Co. KG. The manufacturer has detailed design data, technical know-how, proprietary methodologies and OEM documentation for the specific device. These documents are not made available to third parties without the consent of the Manufacturer and the Contracting Authority does not have them to the extent necessary to provide them to another economic entity. Siemens Energy, sro is an affiliated company of the Manufacturer authorized to act on its behalf. Preparatory market consultations did not confirm the existence of another economic entity representing an appropriate and realistically usable alternative. The verified alternative did not have the proprietary technical documentation, design data, methodologies and know-how of the Manufacturer necessary for the SST5-3000 and the Contracting Authority cannot provide it with these documents. The technical limitations did not arise from an artificial narrowing of the subject of the contract, but result from the design of the existing equipment and the Manufacturer's disposition of the technical documents necessary to ensure performance. In Stage 2, it is necessary to maintain the technical and functional compatibility of the parts with the existing turbine. Dimensions, tolerances, material, technical and functional properties of the parts are tied to the design of the turbine, production specifications and OEM documentation. A change of supplier would mean providing parts without the full proprietary technical documents of the Manufacturer and could lead to different technical characteristics, incompatibility or unreasonable technical difficulties in the operation or maintenance of the equipment. When assessing the method of ensuring performance, the Contracting Authority took into account the technical, operational and economic consequences of the available solutions, the conditions of insurance coverage of technological equipment requiring service in accordance with the Manufacturer's technical recommendations and the importance of the Malženice Power Plant for the electricity system, including the provision of a "black start" support service. The available solutions were therefore assessed in terms of technical usability, compatibility, operational risks and overall economic consequences, not just the price of the individual performance. Based on the market review and the comprehensive assessment of the above facts, the Contracting Authority did not identify any other appropriate and realistically applicable alternative or substitute that would enable the required performance to be ensured while maintaining the technical requirements and compatibility of the SST5-3000 without creating unreasonable technical and operational risks.is an affiliated company of the Manufacturer authorized to act on its behalf.
