ŽSR, ETCS L2 in the section ŽST Ľubochňa - ŽST Liptovská Teplá (outside)

The Slovak Railway Company in Slovakia from Europe region has released this tender for The subject of the contract entitled "ŽSR, ETCS L2 in the section ŽST Ľubochňa - ŽST Liptovská Teplá (outside)" is: - preparation and delivery of project documentation at the stage of construction plan and construction project in the details of the implementation project, including geodetic surveying, - provision of related engineering activities, the result of which will be the provision of a legally valid decision on the construction plan and verification of the construction project (including ensuring their extension if necessary; and in the event that the decision on the construction plan loses its validity, ensuring the issuance of a new legally valid decision on the construction plan and verification of the construction project), - provision of property-legal settlement of land owners in the form of a permanent survey or by establishing a real easement, namely for the proceedings on the construction plan, or in the case of a newly identified owner or owners on the date of submission of the proposal for the building's final inspection, if necessary, - execution of construction works, - provision of related engineering activities during the implementation of construction works, the result of which will be the provision of a valid final inspection certificate or valid final inspection certificates, - preparation and delivery of project documentation for the actual construction of the building, (hereinafter also referred to as the "subject of the contract" in the relevant grammatical form). The contract is awarded based on the task from the Resolution of the Government of the Slovak Republic No. 604/2025 of December 3, 2025 on the draft Action Plan for Increasing Railway Transport Safety in Slovakia. The aim is to implement and introduce the ETCS L2 BL3 system or a higher version in the section ŽST Varín - Výh. Paludza in parts of ŽST Varín (outside) - ŽST Vrútky nákl. st., ŽST Vrútky nákl. st. (outside) - ŽST Ľubochňa (outside), ŽST Ľubochňa - ŽST Liptovská Teplá (outside), ŽST Liptovská Teplá - Výh. Paludza, including integration into existing station and trackside signaling devices, telecommunications infrastructure and traffic control systems for traffic control personnel. This contract concerns the section of ŽST Ľubochňa - ŽST Liptovská Teplá (outside). Currently, on the section of the ŽST Ľubochňa - ŽST Liptovská Teplá (outside) line in ŽST Lisková, ŽST Ružomberok, there is a relay signaling device. In ŽST Ľubochňa, the signaling device is electromechanical with light signals and electromotoric switches for controlling switches, with the relay part operated by local dispatchers. On the Ružomberok - Ľubochňa section of the line, the one-way relay automatic block is decentralized, and on the Ružomberok - Lisková - Liptovská Teplá section of the line, the two-way relay automatic block is centralized. The contracting authority, within the scope of the implementation of the subject of the contract, requires that the ETCS L2 BL3 system or a higher version be designed into the existing railway infrastructure in such a way as to require only necessary interventions in the existing railway network and its technological equipment. The main principle is the maximum use of the current infrastructure and existing security equipment,while the new technological elements of the ETCS L2 BL3 or higher version will be integrated in a way that minimizes construction modifications and operational restrictions. The proposed solution is to ensure the implementation of the ETCS L2 BL3 or higher version with backward compatibility of ETCS lower versions BL2 and BL3 in accordance with the interoperability requirements according to the currently valid TSI CCS, while the scope of construction and technological modifications will be limited to those that are necessary for the functionality of the ETCS system, in particular the installation of track elements, the establishment of control components and the provision of data communication. The proposed ETCS L2 BL3 or higher version technology must fully respect and take into account the current station signaling devices, track signaling devices, and crossing signaling devices. When designing and implementing the subject of the contract, emphasis must be placed on maintaining the continuity of railway operations, minimizing interventions in the existing infrastructure and optimizing investment costs while achieving the required level of safety, reliability and interoperability of the railway network.
