INVITATION TO TENDER (ITT) FOR PURCHASE, SUPPLY & INSTALLATION OF SOLAR PV & BESS SYSTEM IN 2 BUILSINGS IN BURAO

The dt global in Somalia from African region has released this tender for Invitation to Tender (ITT) Location Burao, Somaliland PR NO 056 MONTH September-November 2026 2026 PROJECT NAME PURCHASE, SUPPLY & INSTALLATION OF SOLAR PV & BESS SYSTEM IN 2 BUILSINGS IN BURAO The Burao Municipality, in conjunction with the Republic of Somaliland, invites bidders from eligible construction companies for the above-named project being implemented by the Burao Municipality. It should be noted that bidders are automatically disqualified from participating in this tender if they assisted with any part of this project or tender process, including the preparation of technical documents, or if they are related to a member of the Bid Committee without prior disclosure. Following any disclosure, the Bid Committee will assess whether the conflict is material. Small businesses, minority-owned firms, and women’s business enterprises are encouraged to apply. The mandatory criteria for bidders are as follows. FAILURE TO SUBMIT ANY OF THESE DOCUMENTS WILL LEAD TO AUTOMATIC DISQUALIFICATION: a) Valid National certificate of registration/license from the Ministry of Trade and Tourism, Somaliland (Bar Code matches with Certificate Information). b) Valid National permit from the Ministry of Energy and Mineral Resources, Somaliland (Bar Code matches with Certificate Information). c) Valid National certificate of registration/license from the Burao Municipality (Bar Code matches with Certificate Information). d) Valid Tax Compliance Certificate from the Ministry of Finance and Economic Development, Somaliland (with a valid and readable QR Code, if applicable). e) Filled, Signed, and Stamped Site Visit Certificate, signed at the site by the SINAAN Chief Engineer and stamped by the Burao Mayor. f) Completely Filled out, signed, and Stamped Financial Bid/BOQ. See Attachment M in the Bid Book. g) Filled and Signed Bidder’s Declaration Confirming the Absence of Any Conflict of Interest (See Annex I of the RFP). Other relevant submission requirements related to the evaluation criteria are: h) Technical Proposal outlining understanding of the assignment, implementation methodology, and implementation plan. i) List of previous relevant experience indicating company name, project name, company representative (name, telephone number & email), and evidence (contracts, signed recommendation letters and signed Completion/Successful letters) j) Audited financial reports and bank statements for the last three (3) years. Submission (Physical & Electronic): Completed bid documents should be submitted in sealed envelopes addressed to: The Bid Committee, Purchase, Supply & Installation of Solar PV & BESS System in 2 Buildings in Burao (PR 056) Bids are to be delivered to and received at the Burao Municipality Office on or before 11 November 2026 at 10:00 am (East African Time). Bidders are also required to submit their bids by email (sinaan.tender@dtglobal.com) as two separate PDF files - Technical Proposal and Financial Proposal. Both files MUST be password-protected, with the passwords to be provided in person on the day of bid opening at the Burao Municipality Office in Burao. Bids received after the deadline date and time will not be considered and shall be returned to the bidders unopened. Offers are to remain valid for 180 days from the closing date of this tender. The Bid Committee reserves the right to vary the quantity of work/materials specified in the tender document without any change in unit price or other terms and conditions, and to accept or reject any, all, or part of submitted offers. Site Visit: Bidders are expected to be at the site on Wednesday, 21 October 2026, from 9:00 am to 10:30 am (East African Time) at the Burao Municipality; and from 11:00 am to 12:30 pm (East African Time) at the Burao General Hospital, where the bidder is expected to provide the Site Visit Certificate (mandatory document) to be signed by the Chief Engineer as well as to be signed and stamped by the Burao Mayor. Bidder’s Conference: All bidders interested in applying will be required to attend the Bidder’s Conference on Thursday, 22 October 2026, from 9:00 am to 12:30 pm (East African Time) at the Burao Municipality Office. Questions Deadline: All questions relating to this solicitation must be submitted electronically via email to the SINAAN Procurement Team at sinaan.procurement@dt-global.com, no later than Sunday, 25 October 2026, at 5:00 pm (East African Time).
