ANNOUNCEMENT OF THE OPENING OF THE APPLICATION PERIOD FOR SOCIAL INITIATIVE ENTITIES IN THE CHILDREN AND ADOLESCENTS SECTOR FOR THE AGREEMENT OF ADDITIONAL OR NEWLY CREATED SERVICES.

The Generalitat Valenciana in Spain from Europe region has released this tender for Taking into account the provisions of Decree 181/2017, of November 17, of the Consell, which develops the concerted action for the provision of social services in the area of ​​the Valencian Community by social initiative entities (DOGV no. 8197 of 23.12.2017) and which, in its articles, from 37 to 39, provides for the agreement of additional or newly created services. For its part, Article 35.3, section b, of the aforementioned Resolution of June 21, 2022, issued by the Vice Presidency and Ministry of Equality and Inclusive Policies, establishes that during the four-year validity period of the call for proposals, and if service needs justify it, the Directorate General for Management and Organization of the System, hereinafter the Directorate General for Management of the Social and Healthcare System and the Valencian Institute for Training, Research, and Quality of Social Services, may, as the body authorized to resolve the contracting procedure, open a new application period of one month from the day following its publication. This period is for contracting services that remained unawarded in the last open, multi-year public call for proposals, as well as any newly created centers required to address unforeseen needs. The need for new contracts is demonstrated by the corresponding reports from the competent directorates general of the various sectors of the contracted action. In this regard, it should be noted that the situation described in the report prepared by the Directorate General for Family, Childhood and Adolescence, and Demographic Challenge, dated April 1, 2026, necessitates an increase in the number of places in different types of residential care centers for minors under the guardianship or custody of the Generalitat (the regional government of Catalonia). Based on the information provided in said report, and taking into account the current budget allocation and the resulting prioritization of public resources, it is imperative to resolve, first and foremost, the irregular situation of overcrowding in authorized places in reception centers. To achieve this, it is essential to urgently increase the availability of general care places and thereby improve referrals. The projected increase in places would be distributed proportionally in each province, approximately as follows: - Alicante: 37.5% - Valencia: 37.5% - Castellón: 25%. Furthermore, this General Directorate of Social and Healthcare Management and IVAFIQ has identified, as a newly arisen need following the extension resolution of June 15, 2026, the need to contract for Day Center places in the socio-labor integration modality in the La Coma neighborhood of Paterna. Taking into account the current allocation and budgetary constraints,An estimated capacity of 111 places is being considered for these services: general care and a day center for social and employment integration. This is all contingent upon the approval and availability of adequate and sufficient funding in the corresponding Budget Law. This announcement opens the application period for entities in the sector to submit proposals for additional or newly created services. Based on all applications submitted in the sectors covered by the aforementioned call for proposals, and provided there are needs to be met by the administration that justify it, the proposal will be made to contract those centers and places in centers that: a) meet the requirements to qualify for the contracted action scheme; b) pass the selection criteria established in this call for proposals; and c) are registered in the corresponding section of the Register of Entities, Centers, and Social Services. The Evaluation Committee's proposal will be contingent upon the availability of adequate and sufficient funding. Furthermore, it is noted that the successful bidder is obligated to make available to the Regional Ministry the number of allocated places and to admit the users designated by the Regional Ministry's competent bodies based on technical criteria, from the date the agreement comes into effect, as established in Article 11 of Decree 181/2017, of November 17, of the Regional Government. The collaborative action agreements signed under the above will be subject to the conditions of the current public call for proposals, and their duration will be determined according to the maximum period generally established by said call for proposals in its extension procedures.
