This assistance is based on the high-level recommendations made by a previously completed Offshore Wind Development Roadmap for Sri Lanka.The objective of this study is to enhance the World Bank’s internal understanding of Sri Lanka’s offshore wind sector by undertaking and in-depth analysis of Sri Lanka’s regulatory and legislative environment in relation to offshore wind, building on the preliminary findings presented in the Roadmap. The study will: (1) review and summarise the regulatory and legislative frameworks required to support development and installation of offshore wind projects (based on international good practice and experience from mature markets), (2) review and summarise the applicable laws and regulations in Sri Lanka, including existing polices, laws and regulations as well as those under development, relevant to offshore wind, (3) identify all gaps in the legal and regulatory framework that would impede or hinder development of offshore wind projects, and (4) Identify options and recommendations to fill the identified gaps or deficiencies, either with updates to existing policy, regulatory and legal framework or by the production of new legislation and regulations as necessary. The Roadmap will be provided to the Consultant, and should be used as supporting information to this study alongside other relevant publications, including the WBG’s report ‘Key Factors for Successful Development of Offshore Wind in Emerging Markets’.It is important to note that to complete this study to the required standard will require both international experience of mature offshore wind markets as well as local experience of the Sri Lankan legislative and regulatory environment.
