To achieve the objective, EAD is looking at the following 2 options to deliver the requirements. Option 1: Operation and Maintenance of the current EAD’s Monitoring Network The scope under this option involves the comprehensive operation and maintenance of the current EAD’s Air Quality, Noise, and Meteorological Monitoring Network including: • Development of a robust air quality data management and dissemination system to support EAD’s environmental regulatory compliance and emergency response efforts. • Rapid detection of ground-level concentrations of key air pollutants that pose significant risks to public health and the well-being of residents in the Emirate of Abu Dhabi. • Accurate identification of pollution sources and the implementation of targeted mitigation strategies in line with EAD’s regulatory compliance program, aimed at minimizing impacts. • Tracking long-term air pollution trends and evaluating the effectiveness of pollution control measures in meeting UAE National Air Quality Standards. • As part of the network expansion, the contractor is expected to ensure data quality across the hybrid network (both conventional and low-cost sensors), maintaining consistent accuracy and reliability in air quality measurements. The network consists of 20 fixed stations, 2 mobile stations, and a reference laboratory located throughout the Abu Dhabi Emirate. Option 2: Data Services: Air Quality Monitoring Network System • Under this option, the Contractor shall procure, install, operate, maintain the stations and equipment; all the assets will be owned by the Contractor. All the costs related to the stations (such as but not limited to supply, installation, material, operations, maintenance, insurance and others) shall be borne by the Contactor. The responsibility of the Contractor will be to provide data services to EAD related to the required parameters and EAD will retain full ownership of the data generated. • The Contractor will be responsible for the operation, maintenance, and quality assurance of the stations, ensuring compliance with EAD’s requirements and adherence to international best practices. Implementation To successfully execute this scope of work, the following qualifications and capabilities are required: • The company must have 8-10 years of experience in similar projects. • The company should have successfully completed a minimum of 20 similar projects. • Individual experts within the company must have at least 10 years of relevant experience. • The company must have adequate manpower and resources to support the project. • The company must hold ISO 17025:2017 accreditation. Duration: Option-1: The initial duration of the contract shall be for 3 years with an option to extend it for a maximum of an additional 2 years.
