Digital financial services have shown to help support economic development and resilience in conflict-affected areas, by increasing access to financial services, promoting financial inclusion, and improving safety and security. However, it is important to ensure that DFS are designed and delivered with the best interests of consumers in mind, and that they are subject to strong consumer protection laws and regulations.The goal is to strengthen the capacity of policymakers, regulators, and supervisors seeking to advance financial consumer protection, particularly for low-income clients and those affected by the aggression, by promoting sound, effective and proportionate regulation and supervision of DFS providers, which will contribute to the country’s economic recovery and stability.Similar to the original study, the diagnostic should cover two areas: the updated country context, and regulatory issues pertaining to DFS and financial consumer protection in DFS. A comprehensive update of the understanding across these key areas will enable the assessment to identify the key opportunities, drivers and constraints for further financial consumer protection development in the area of DFS. In particular, the assessment should be exploring the impact that the current regulatory framework pertaining to DFS (consumer protection and other relevant regulation) has on financial sector functioning, including its ability to cope with the ongoing disruptions and mitigate against risks. The study should also identify any particular legal or regulatory barriers to development and the protection of consumer of DFS.The firm is expected to achieve the goal by using desk research to review existing regulation and use qualitative methods where necessary. The WBG reserves the right to publicly disclose contract award information, including but not limited to, name of company receiving the award, brief description of services, and contract award amount, for any contract award valued over US$250,000.
