The WYLSKOVA CHASTINA 2253 in Ukraine from Europe region had released this tender for Contract signing procedure (in accordance with the 822 PKMU from 14.09.2020): 1) The winning bidder, considering the provisions of paragraph 66 of the 822 PKMU from 14.09.2020, must not later than 12:00 the next day after the determination of the results of the tender and the selection of the winning bidder submit (to the address to be confirmed after the disclosure of the tender results) to the 2253 Military Unit the signed Contract with completed details and essential terms of the Contract in accordance with its offer published in the electronic procurement system. In case of being unable to submit the Contract for approval and signing on time, the winning bidder must, in accordance with the provisions of paragraph 66 of the 822 PKMU from 14.09.2020, send an email to: chernigiv_zagin@dpsu.gov.ua addressed to "2253 Military Unit" and digitally signed (DPA/UEP) regarding the justified need for extending the Contract signing period by 10 calendar days, and promptly submit the Contract for approval and signing. 2) In case the winning bidder decides to refuse to sign the Contract, in order to comply with the principles of fair competition, efficiency and proportionality, the winning bidder must, in accordance with the provisions of paragraphs 3 of paragraph 64 of the 822 PKMU from 14.09.2020, send an email to: chernigiv_zagin@dpsu.gov.ua addressed to "2253 Military Unit" and digitally signed (DPA/UEP) regarding the refusal to sign the Contract under the conditions specified by the Buyer in the tender offer. 3) In case the winning bidder does not carry out the above actions and does not submit the Contract to the 2253 Military Unit within 5 calendar days from the date of the winning bidder's determination, this constitutes grounds for rejecting the winning bidder's offer in accordance with paragraphs 1 of paragraph 64 of the 822 PKMU from 14.09.2020. When submitting offers in the procurement, the participant must consider that the winning bidder is responsible for all costs related to the delivery of documents (contract, certificates, bills of lading, etc.) via courier service ("Nova Posta" or otherwise). All letters and communications to be sent to the official electronic addresses of the 2253 Military Unit must be digitally signed (DPA/UEP). When signing the Contract, the supplier must additionally provide copies of documents confirming tax status and copies of documents confirming the right to sign the Contract. Delivery conditions: The delivery of the goods must be completed by 07.12.2026 inclusive. The delivery of goods is carried out by the supplier in the packaging and with appropriate labeling in accordance with the requirements of GOST, DSTU, TU. The packaging and goods during transportation to the delivery location must be intact and undamaged. The goods must be transported by the supplier's own means of transport. Payment terms: Payments for the goods are made via non-cash transactions from the Buyer's account to the Supplier's account after the Supplier submits an invoice for the goods and a bill of lading. Payments for delivered goods are made on terms of a 30-day payment delay. In case of budget funding delay, payments for delivered goods are made within 7 calendar days from the date of the Buyer receiving the budget allocation for procurement funding on its registration account. According to the amendments to the "Order for the formation and use of the electronic catalog of approved tenders" approved by the Cabinet of Ministers of Ukraine on 14 January 2026 No. 33, the Supplier must comply with the requirement that the country of origin of the goods cannot be the Russian Federation / Republic of Belarus / Islamic Republic of Iran. The goods are procured under the KECV 2260. The procurement is conducted in accordance with the Cabinet of Ministers of Ukraine decision No. 1275 dated 11.11.2022. The goods are included in the list of military procurements. The Buyer (2253 Military Unit) is authorized to conduct military procurements in accordance with the Cabinet of Ministers of Ukraine decision No. 1275 dated 11.11.2022. with tender notice no.
