Due to limited access to non-governmental controlled territories, State Emergency Service roughly states that 30% of territory of Ukraine are potentially contaminated by landmines, improvised explosive devices and ERWs, namely Zhytomyr, Kyiv, Chernihiv, Sumu, Kharkiv, Zaporizhzhya, Mykolaiv, Dnipro, Odessa, Kherson, Donetsk and Luhansk oblasts. Even though the State Emergency Service jointly with numbers of international mine action organizations is clearing the newly accessible territories, much of it remains to be cleared. Meanwhile landmines and ERWs are keeping taking lives of civilians residing in the most affected areas. According to OHCHR data from 24 February 2022, when the Russian Federation’s armed attack against Ukraine started, to April 2023, the Office of the UN High Commissioner for Human Rights recorded 261 killed civilian casualties and 508 injured both caused by landmines and explosive remnants of war. Out of them 19 children have been killed and 64 children have been injured, which means every 10th person injured or died is a child. In order to address these issue UNICEF needs to enhance EORE programme among children through promoting safe behaviour and practices for highly affected regions as well as high population of IDPs.
