The Fund «Eurasia», project of international technical assistance «Digitalisation for Growth, Integrity and Transparency (UK DIGIT)» in Ukraine from Europe region had released this tender for Procurement is conducted using donor funds and in accordance with the Buyer's internal procedures and rules. The Eurasia Fund*, the project executor "Digitalisation for Growth, Integrity and Transparency (UK DIGIT)", financed by the UK Government and Northern Ireland through the Foreign, Commonwealth & Development Office (FCDO) in the Department for International Development and Trade (FCDO), is conducting a competition to identify a potential contractor for the provision of Software Modernisation and Web Portal Design Update Services in accordance with the Technical Specification (Annex 1). Any interested participant who has sufficient resources to carry out the services properly must submit a package of documents prepared in accordance with the Submission Instructions (Annex 2) and familiarise themselves with the Code of Ethical Standards (Annex 3, to be included as a contract annex in the future). The list of documents that the participant must submit as part of their tender proposal: 1. Commercial Proposal Request (form to be added in Annex 4) * 2. Detailed Budget (form to be added in Annex 5, in XLS format, on two sheets) 3. Supplier Registration Form (form to be added in Annex 6, on three pages) 4. Signed "Submission Instructions" (Annex 2) 5. Project Proposal in any form, which must at least include work stages and approximate completion timelines 6. Registration documents (scanned copies, extracts) 7. List of contractor team members and their resumes, organization portfolio. Annex 7 - Contract Template for review of the main terms of the Contract, which may be refined and adjusted during the contract negotiation with the winner. No need to complete and submit with other documents. The participant may determine any information submitted as part of their tender proposal to be confidential, except for information contained in the "Commercial Proposal Request (Annex 4)" and the "Project Proposal". All questions regarding the advertised competition should be submitted via the e-procurement system by 30 September 2026 (12:00 Kyiv time). Final submission deadline for proposals: 7 October 2026 (18:00 Kyiv time). Note that the participant must apply a qualified electronic signature to their proposal.
