The Centre for Information Resources in Ukraine from Europe region had released this tender for Description of technical characteristics of the subject of procurement: Subject of procurement: Software for digital audio processing and post-production (DAW) - Steinberg Nuendo version 14 or newer (or equivalent). Minimum technical and functional requirements for the software: 1. General and technical requirements 1.1. Full native compatibility with Steinberg Nuendo project files (.npr), including opening and saving project files from previous versions of Nuendo with path structure, automation, routing, and settings of compatible plugins. Ensuring exchange of project data with current versions of Steinberg Cubase. 1.2. Full support for ARA 2 (Audio Random Access), with the possibility of integrating spectral editing tools, such as SpectraLayers or a functional equivalent. 1.3. Architecture: 64-bit audio processing with double precision (64-bit floating point). 1.4. Project sampling rate: support from 44.1 kHz to no less than 384 kHz. 1.5. Cross-platform compatibility: full native support for operating systems Microsoft Windows 10/11 (64-bit) and macOS, including native support for Apple Silicon processors. 2. Audio post-production and editing specifications 2.1. Direct support for importing and exporting timeline data in AAF and OMF formats; support for DAW project or other open project data exchange formats. 2.2. Work with video containers MXF and QuickTime/MP4 with built-in audio and timecode support. 2.3. Presence of a built-in Field Recorder Audio Import module for searching, matching, and connecting audio files from multi-channel field recorders using metadata, including Scene, Take, Tape, and Timecode. 2.4. Built-in ReConforming tool for automatic re-editing and adjustment of the audio project to updated video editing versions (Picture Cut Change Lists). 2.5. Direct Offline Processing feature for applying plugins and processing chains directly to the selected audio fragment/clips without real-time processor load and with saving the editing history. 2.6. Support for multi-channel batch export (Batch Export / Multi-Format Export), including stem channel export in a single pass. 3. Work with voice, dubbing, and dialogues 3.1. Built-in ADR (Automated Dialogue Replacement) system that creates cues, visual cues, countdowns, and video overlays, imports and exports labeled lists of dialogue/ADR cues in supported structured formats, and manages actor recording sessions and monitoring modes. 3.2. Presence of a built-in automated speech-to-text system that generates text data/markers directly in the project. 3.3. Built-in automatic audio dubbing alignment tool based on time structure and timing. 4. Immersive Audio and spatial panning 4.1. Built-in licensed Dolby Atmos Renderer module for creating, panning, and monitoring object-oriented sound without the need to install the separate paid software Dolby Atmos Production Suite. 4.2. Support for importing and exporting ADM BWF (Audio Definition Model) master files. 4.3. Support for Ambisonics and built-in binaural decoding for monitoring in headphones. 4.4. Support for multi-channel formats of speech not lower than 7.1.4 and 9.1.6. 5. Video integration 5.1. Built-in video engine (Video Engine) without the need for external video player; support for video with resolution no less than 4K (DCI/UHD). 5.2. Automatic video cut detection feature with generation of edit markers on the timeline. 5.3. Possibility of direct export of video files with mixed audio in MP4/H.264 or other professional formats supported by the manufacturer. 6. Sound measurement and normalization for telecommunication 6.1. Built-in loudness meter with support for standards EBU R128, ITU-R BS.1770, and ATSC A/85. 6.2. Measurement of integrated (Integrated), short-term (Short-term), momentary (Momentary), and True Peak. 6.3. Presence of tools for normalizing audio materials according to telecommunication standards, including EBU R128. 7. Plugin architecture and internal processing 7.1. Native support for 64-bit VST3 plugins. 7.2. Presence of a set of standard dynamic and frequency processing, de-essers, noise filtering tools, and time-stretch algorithms without changing the pitch. 8. Licensing and commercial terms 8.1.
