ECMWF as the Entrusted Entity for the Copernicus Climate Change Service C3S invites Tenders aiming to expand the scope of climate information delivered in the Land and Ocean domains by incorporating products and services for additional Essential Climate Variables ECVs split into five distinct Lots specifically for Sea Surface Salinity Lot 1 Permafrost Lot 2 Above-Ground Biomass Lot 3 Surface Albedo Lot 4 Leaf Area Index LAI and Fraction of Absorbed Photosynthetically Active Radiation fAPAR Lot 5 For each Lot ECMWF intends to award a single Framework Agreement for a period of 30 months which shall be implemented via a single Service Contract unless multiple Lots are awarded to the same Tenderer expected to commence in January 2026 Tenderers are invited to submit their Tenders for any one of the Lots or any combination of multiple Lots with each submission to be done separately Participation in multiple Lots in a non-lead capacity e g as a subcontractor or supporting entity is also permitted The evaluation of bids will be conducted per Lot Lot 2 Permafrost In this Lot the following ECV Products are the priority Permafrost Temperature Permafrost Extent and Permafrost Active Layer Thickness Tenderers shall provide a self-assessment of current maturity levels for each proposed ECV product based on the maturity matrix presented in Bates and Privette 2012 together with a plan for increasing maturity levels in order to attain Full Operation Capacity for each product Priority must be given to the production and delivery of multi-decadal L3 and or L4 products to enable assessment of long-term climate variability and trends The proposed products must benefit from the advances made in relevant research projects in the field e g the ESA-CCI Permafrost GlobPermafrost DUE Permafrost or other relevant projects in this context Portal instructions Some of the ITT documents are accessible under the Attachments box at bottom right of this page The full set of ITT documents which are provided inside the response questionnaire are only accessible by registering an interest in this opportunity see the Expression of interest window at top right Please refer initially to the ECMWF eProcurement Portal Guidance for suppliers file in the Attachments box as this document will help you navigate the portal and locate the necessary information in order to submit a proposal Please note that the contact email address shown under Contact details is not monitored and any messages sent to this email address will not be attended to Questions clarifications concerning this ITT must be submitted via the Messaging area of the ITT which can be accessed through the My Activities page of the Portal once you have logged-in and registered your interest in this opportunity
