The UNDP in USA from Americas region has released this tender for Link to Atlas Project 00127551 - Support to Access to Justice, Security and Human Rights Documents Terms of Reference Call for Proposal Template ANNEX C and D to be completed Itemized Cost Estimate Template Overview Brief Background The consequences are particularly severe for women, girls, children, and populations of vulnerable groups. Gender-based violence (GBV), including intimate partner violence, child and forced marriages, remains widespread and largely underreported due to fear of reprisals, stigma, limited awareness of rights, and inadequate access to protection services. Food insecurity, economic hardship, and recurring climate shocks, including droughts and flooding, have intensified competition over grazing land and water points along the Greater Tonj and Northern Lakes border areas, exacerbating intercommunal tensions and displacement. These challenges are compounded by the proliferation of small arms and the limited capacity of security institutions to provide preventive, community-oriented policing. In many locations, policing remains reactive, with weak early warning systems, inadequate community engagement, and limited locally led conflict-resolution mechanisms. The absence of sustained dialogue and collaboration among communities, law enforcement agencies, traditional leaders, women, and youth continues to reduce opportunities for peaceful dispute resolution, strengthen mistrust, and undermine collective efforts to build security, resilience, and social cohesion.
