The State and Peace-Building Fund (SPF), a global multi-donor trust fund established in March 2008 through a resolution of the Executive Directors of IBRD and IDA, provided critical support for the World Bank’s engagement in situations affected by fragility, conflict, and violence (FCV). For almost 15 years, the SPF was an instrument of first response for Bank action in FCV settings. The objective of this completion evaluation is to summarize the key achievements, results, challenges, and lessons learned of the SPF from its inception in 2008 through its closure in 2022. A secondary objective is to identify recommendations that could be considered under the SPF's successor fund, SPF 2.0. The evaluation will review the SPF’s objectives, governance and grant-making processes, outputs and outcomes (results), and risks and challenges. The evaluation will review the degree to which SPF has achieved its objectives and intended outcomes. The evolution of the SPF over the years, whether the Fund remained fit-for-purpose to respond to the evolving needs and demands in FCV contexts, and how the SPF responded to changes in the FCV landscape – including changes within the World Bank, for example with the launch of the FCV Strategy in 2020 – will also be covered in the evaluation. The SPF completed an independent evaluation in 2019, and the extent to which the SPF addressed the recommendations of that evaluation will also be covered.
