Issue Date and Time: May 04,2023 18:38 Closing Date and Time: May 11,2023 23:59 The Enterprise Surveys (ES) 2023 are establishment-level surveys whose objective is to gain an understanding of firms’ experience and perception of the business environment in which they operate. The surveys will use the benchmarking and analytical tools produced by the Enterprise Analysis Unit of the WB. 1. Objectives: The ES 2023 has the following objectives: · Provide feedback from enterprises on the state of the private sector; · Provide robust business environment indicators that are comparable across countries; · Provide the data to measure establishment-level performance, including productivity; · Assess the constraints to private sector growth and establishment performance; · Provide data that will be used for the Business Ready project (B-READY) · Build a panel of data in applicable countries, which will allow to analyze changes in the business environment over time. The overall goal of the ES 2023 is to support evidence-based policy-oriented analysis, stimulate systematic policy dialogue on the business environment, and help shaping the agenda for reform. All interviews are expected to be carried out by September 2024. Interviews are to be conducted with top management of each establishment. For larger establishments, select sections of the questionnaire can also be completed with specialized department managers that can provide more accurate responses for the corresponding topics (e.g., detailed breakdowns of employment, selected accounting figures, etc.). Due to the sensitivity and privacy of some of the information collected, traditionally data has been collected via face-to face interviews but alternatives forms of data collection such as virtual interviews or a combination of modes of collection could be considered, under the prior approval of the World Bank Task Manager (TTL). The main criteria for the decision of alternative modes of data collection will be the maximization of response rates without compromising the representativeness of the sample and negatively affecting the quality of information, within the allocated time of implementation. The survey will be conducted in the list of Countries specified in Annex B It is expected that the data collection will use computer-assisted personal interviews (CAPI), which will comply with basic checks, values, and skip patterns in the codebook provided by the TTL. To expedite implementation, to start fieldwork as soon as possible, and to ensure the privacy protocols of the WB are respected, the WB will provide the script for the questionnaire on Survey Solutions. This will also ensure consistency in data collection across all projects and accordance with the global codebook. The WB will also provide the necessary servers to host the CAPI to facilitate data collection and to safeguard the data during implementation. The WBG reserves the right to publicly disclose contract award information, including but not limited to, name of company receiving the award, brief description of services, and contract award amount, for any contract award valued over US$250,000.
