PROJECT BACKGROUND A Brazilian subnational (the Client) has sought IFC to act as the lead advisor for the design, structuring and implementation of a comprehensive Urban Mobility Program (the umbrella “Project”). The Project is current composed of four greenfield and brownfield lots. This EOI pertains to one of the lines to-be-concessioned to a private partner. SCOPE OF WORK The scope of work consists of demand forecasting and ancillary revenues exploration (for extracting value-add on non-tariff revenues along these lines). Full details of the scope of work will be provided in the Terms of Reference. DEMAND FORECASTING AND ANCILLARY REVENUES CONSULTANT QUALIFICATIONS AND EXPERIENCE This Consultant should have demonstrated previous experience in the following areas: (i) Demand Forecast (4-stages modelling); (ii) Ancillary Revenues business models (land value capture techniques-LVC, real state modelling, ABL sizing, etc). The Consultant should be prepared to develop and deliver presentations to the client in Portuguese. EXPRESSION OF INTEREST The World Bank Group now invites eligible firms/consortiums to indicate their interest in providing the services. Interested firms/consortiums must provide, in no more than 10 pages and with total size of all attachments less than 5MB, information indicating that they are qualified to perform the services including (i) their proposed team members and their experience; (ii) a short description of the firm/consortium and how collaboration among the members of the firm/consortium will be ensured; (iii) a list of references as advisor consultants for similar studies with special focus on infrastructure projects in Brazil; (iv) specific experience per the above description of key team members. International firms are encouraged to partner with local firms.
