The evaluation will examine how the GEF is addressing key issues associated with NbS financing; NbS-related knowledge gaps; managing trade-offs; and dealing with natural disasters and risks.The evaluation will assess the GEF NbS portfolio using standard evaluation criteria that will include relevance; results; sustainability; and coherence. Cross-cutting issues such as gender; the private sector; indigenous peoples; and local communities (IPLCs) will also be evaluated. ; The findings from this evaluation will feed into OPS 8 and also inform future programming; design; and implementation. Here are the key tasks associated with this assignment:1. Prepare an inception report detailing the review; design; approach; and methods and a detailed work plan with deliverables and milestones.2. Conduct document reviews and identify NbS projects based on internationally accepted criteria to create a list of GEF NbS projects.3. Conduct data analyses; quality at-entry reviews; and portfolio analyses.4. Conduct interviews with stakeholders.5. Conduct case studies through field observations and interviews in select countries and projects.6. Actively contribute to the systematic triangulation sessions led by GEF IEO at the end of the data gathering and analysis phase to extract the main findings from all the quantitative and qualitative data and information gathered and perform subsequent gap filling and any other additional analyses as needed7. Report writing based on a synthesis of the evaluative evidence.TimelineThe project needs to be completed within about 12 months from the date of the award of the contract. The contract with the selected firm is expected to be signed by July 30th; 2023. The contract duration would be between July 2023 and December 2024. The final report is expected to be delivered by September 2024. The report will be presented to the GEF winter council in December 2024. The term NbS began to appear in GEF strategy and programming directions in GEF- 6 and became broadly embedded in GEF - 7.
