project site is in the southeastern part of Columbiana County in Unity Township The project site is along the north side of Waterford Road between State Route 165 and State Route 14 The project site is at 1587 Waterford Road East Palestine OH 44413 The Lat Long for the address is 40 87839 N 80 56898 W The project site consists of approximately 825 linear feet of dangerous highwalls one associated hazardous water body and steep spoil piles The dangerous highwall has an average height of approximately 28 feet above the surface of the impoundments and a maximum height of approximately 30 feet The impoundment has an insignificant discharge structure and steep side slopes The trails are above the highwalls and throughout the project area is a sign of visitation There are several residences found within 500 feet of the mining features The intent of this reclamation project is to establish a safe and maintainable site by backfilling the highwall and the associated impoundment with existing spoil to eliminate the safety concerns The proposed construction will also provide positive drainage safe and maintainable side slopes and an engineered basin discharge structure Access the project site via the landowner s drive Construct an access road from the landowner s drive to the project site Construct a staging area at the middle of the access road The construction sequence for the Waterford Road Highwall Reclamation Project begins with surveying the work limits and establishing control points followed by maintaining traffic and mobilizing to the site The contractor will then build the construction entrance and staging area clear and grub the project area and install sediment controls as early as possible Dewatering of the impoundment will occur as needed Work will continue with installation of the 12 inch outlet pipe and modified ODOT 2 2B catch basin riser along with temporary sediment controls at the riser before constructing the sediment basin and building rock check dams and the splash pad at the outlet Earthwork operations will include backfilling the highwall and grading spoil materials after which temporary seeding will be applied per the SWPPP Additional sediment basin features diversions and check dams will be constructed and remaining sediment controls will be installed Debris and tires will be removed and an as built survey of the detention basin will be completed Final stabilization activities include applying lime to disturbed areas and revegetating grass and reforestation areas During the maintenance period the contractor will plant tree and shrub seedlings during the specified window remove and dispose of temporary sediment controls and accumulated sediment and reclaim the sediment basin The outlet pipe plunge pool diversions silt fence filter socks check dams and accumulated sediment will all be removed and properly disposed of Disturbed areas will be limed and revegetated aggregate surfaces to remain will be topped and a boundary survey of designated parcels will be completed Provide all labor materials and equipment necessary to perform the work shown on the Contract Drawings and conforming to these
