The Digital Development Global Practice of the World Bank (WB) seeks a consultant to support its work on digital development in Uzbekistan with a set of practical recommendations for the Government of Uzbekistan (GoU) on how to enhance resilience and inclusivity of digital infrastructure in the country.This proposed activity will help the GoU promote green, resilient, and inclusive high-quality digital infrastructure in Uzbekistan through (i) enhanced sustainability and resilience of digital infrastructure by virtue of improvements to its enabling environment in relation to market regulation, green infrastructure and business continuity, cybersecurity, and data protection, and (ii) increased digital inclusion through innovative public-private partnership (PPP) models for rural broadband infrastructure. The proposed activity will directly contribute to the preparation and implementation of the “Uzbekistan Digital Inclusion” Investment Project Financing (IPF). The project aims to support digital inclusion by increasing access of unemployed women and youth to skills and employment opportunities in the digital economy, with a special focus on rural areas. The project also aims to deliver detailed design of innovative financial mechanisms including PPPs to attract private investment for the deployment of broadband in rural areas. The objective of this assignment is to implement a set of activities aimed at promoting resilient, green and inclusive digital infrastructure in Uzbekistan. The main deliverable under this assignment is a strategic analytical report comprising two distinctive parts: (a) Enhancing resilience of digital infrastructure in Uzbekistan. This part should define and provide an overview of key constituent elements of a resilient digital infrastructure framework. (b) Increasing digital inclusion in rural areas through innovative PPPs for rural broadband infrastructure and digital skills in Uzbekistan. This part should provide an overview of best international practices in engaging the private sector in rural broadband infrastructure investments and digital skills programs in rural areas. This part should also include a roadmap for a potential PPP pilot project for a selected rural area in Uzbekistan. The deliverables of the proposed assignment will include a set of practical recommendations for the GoU delivered through the above analytical report and presented at a high-level workshop and a series of just-in-time consultations with international peers and experts. The deliverables also comprise the organization of a study tour to Japan for a small group of Uzbekistan government representatives to gain practical knowledge of the topics covered in the analytical report.
