Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The selection will be based on Consultant’s qualifications based selection (CQS) Procurement Method according to the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (revised in November 2017 and August 2018) (“Procurement Regulations”). The Consulting firm must possess solid experience with the providing of legal services for Government Organizations. Must have prerequisites set for the Consulting firm are: - The presence of a permanent office and a registered legal entity in the territory of the Republic of Uzbekistan - Firm must have at least 5 years of experience on the market in the field of providing of legal services. - The firm should have 5 years’ work experience with Government and International organizations, Public Sector Entities, Grantees - The proposed staff should have strong professional background related to law, public administration, grant agreements, decision of cases with Grantees or related fields at least with 5 years’ professional experience. - The firm should submit a list of pending or decided cases of Economical Court in the following: - Corporate and commercial litigation - Procurement cases - Service law cases - Banking cases - Intellectual Property law cases - Insurance cases - Grant funds Issues - The presence in the portfolio of projects on providing of legal services for state bodies of the Republic of Uzbekistan. Confirmation by letters of recommendation will be encouraged. - The presence in the portfolio of projects implemented for international organizations. Confirmation by letters of recommendation will be encouraged. - Recruitment of Uzbek, Russian and English speaking personnel to attend the meetings and negotiations at the client and beneficiary's premises. - Firm must provide CVs of the personnel to demonstrate the availability of a team of professionals qualified to perform the listed tasks. Confirmation by letters of recommendation will be encouraged. The assignment is expected to be completed by Consulting firm composed of a minimum of three (3) employees including: Manager (1 person), Lawyer (1 person) and Assistant (1 person). The Consulting firm’s team members shall possess the following qualifications: Manager: - At least MSc degree in Law; - At least 5 years of experience in the implementation of complex projects and/or state programs in Legislation field ; - Experience in the review and development of documents and reports in the public sector for at least 5 years; - At least 3 years of relevant experience in projects financed by an International Financial Institutions; - Skills for organizing effective work of the team including with stakeholders and beneficiaries; - Excellent hands-on knowledge of existing law policies of Uzbekistan; - Knowledge of English is required. Knowledge of Uzbek and Russian will be an advantage. Lawyer: - At least BSc degree (master’s preferred) in legislation systems, public administration or relevant discipline - Practical experience in implementing complex projects as a lawyer in the public / private sector; - Ability to build constructive relationships with the customer and contractors; - Skills in the development of legal conclusions for Contracts; - Knowledge of English is required. Knowledge of Uzbek and Russian will be an advantage. Assistant: - University BSc degree in legislation field, public administration or relevant discipline - Understanding the principles of local legal policy; - Understanding the principles of development of legal documents; - Excellent communication skills. - Knowledge of English is required.
