Engagement is to Create a Compelling Positioning & Messaging (P&M) Narrative for the World Bank’S Low Carbon City Program Directors to Incentivize Risk-Averse Subnational Governments, City Officials, Ministries of Finance, Ministries of Environment, and Groups in the Development Community to Lead Climate Innovation in Southeast Asia’S Developing Markets by Implementing the Proposed Low Carbon City Program. This will Include the following Activities: ? Build Demand among Local Governments by Providing Supportive Storytelling Assets that Paint a Vivid Picture of What’S Possible with Cities, States, and Provinces at the Center of Climate Action and Why Now is the Ideal Time for Them to Make Investments on the Portfolio of Assets that They Own for Energy Efficiency and Renewable Generation. Emphasize the Simplicity of the Interventions by the Private Sector. ? Develop an Outreach and Content Distribution Strategy that will Support the Creation of a Knowledge Ecosystem of Critical Mass in Which People have Access to the Necessary Resources to Make Informed Decisions about These Investments, While Making Them Frictionless. Drive the Message that Having Access to the Private Sector and the Voluntary Carbon Market will Lead to Tremendous Financial Gains for Cities. ? Highlight Key Incentives: 1) City Governments Make Money with Low Carbon Investments because They’Re not Paying for as Much Energy to Power Their Cities, and as a Result They’Re Creating Medium Term Budget Space. 2) by Calculating Their Emission Reductions and Selling that in the Market, They’Ll Get Paid a Third to Half of the Total Cost of the Investments by the Carbon Finance Market. 3) Cities can Transfer Money to Individuals in Exchange for Emission Reductions and Go into the Voluntary Market at the Cost of Nothing. ? Develop Campaign Messaging and Materials that will Promote Three Key Questions for Cities and States: Do You Want to save Money? Do You Want to be at the Forefront of the Growing Carbon Finance Market that’S Projected to Surge Fivefold in the Coming Years? Do You Want to Provide Free Resources for Your Citizens to Make Money and Help Build a Greener and Healthier City? ? Provide Educational Materials on the Projected Growth of the Carbon Finance Market and How it Works for Key Departments at the World Bank and Targeted Audiences, including City Leaders, Subnational Leaders in the Asean Region, and Local Communities. ? Spotlight Stories of Success and Case Studies of Low Carbon Efforts being Made in Cities across Europe and the United States, While Emphasizing the Cost-Effective, Accelerated Positive Impact and Environmental Benefits, Such as Scalable Measurable Carbon Reduction, Job Creation, and a Stable Transitional Solution for the Largest Cities in the Asean Region to Lower Their Emissions until Power Generation Moves Fully into Renewables. ? Spotlight Cities Harnessing Emerging Technology and Climate Innovation can Lead the Low Carbon Revolution. Include Insight around the Fact that it’S not Governments that are Driving Change; It’S Corporate America being Driven by the Agenda to Go Net Zero and Consumer Demand for Net Zero Products. ? Highlight the Proven Track Record of the Program’S Proposed Interventions and How They’Re Already Supported by a Robust Insurance Market and Different Types of Financing Structures.
