Mid Term Evaluation of Warm Facility - 2942292

The AGENCE FRANçAISE DE DéVELOPPEMENT in Vietnam from Asian region had released this tender for Expression of Interest are invited for Mid Term Evaluation of Warm Facility Agence Française de Développement (hereinafter “AFD”) has received a financing from European Union, and intends to use part of the funds thereof for payments under the following project WARM Facility. The Services of the consultant shall consist of conduct the mid-term evaluation of the WARM facility. According to the Contribution Agreement between EU-AFD, it is suggested to carry out two evaluations. The mid-term evaluation needs to be launched no later than the beginning of the third year of implementation. At this stage, most of WARM funded projects are still in the preparation stage. However, it is necessary to have an assessment on WARM Facility to review its progress and financial status to recommend for any adjustments (recommendations on the support mechanism for the extension or not of the AETS contract, steering, reporting, communication and coordination arrangements between the provinces, etc.) and opportunity for a financial top-up from European Union in 2024. The evaluation exercise will be based on a three-stage approach: - structure the evaluation process; - conduct the evaluative analysis; - present the conclusions of the evaluative research and recommendations. The consultant will identify lessons and/or strategic and/or operational recommendations. The latter must be linked to the conclusions and grouped together and organized by order of priority. The skills required for conducting this evaluation are those of a team of experts in the following fields: - knowledge and professional experience in evaluating; - experience in the area of development co-operation; - technical and sector knowledge and expertise in the fields of Climate adaptation and attenuation sectoral policies & projects, water resource management or urban development planning and management projects; - experience in Vietnam - adequate language skills : English. French, Vietnamese will be appreciated; - an experience in leading participatory reflections and discussions would be highly appreciated. Indicative number of people to be envisaged in the team of experts: 3. The team must be made up of both international and Vietnamese members. The consultant and his experts mobilized for this service provision must have no counterparty ties that are likely to interfere with the evaluation process and call into question the impartiality and objectivity of its findings. The total consultancy service provision for conducting this evaluation will spread during a 60 days period. The number of men-days to be mobilized is estimated between 50 and 60. The service provision will begin after the contract between the consultancy and AFD has been signed. The start date is planned for September 2023. It includes: i) a kick-off meeting, ii) a validation meeting of the scoping note and the narrative note of the project, iii) a field mission, iv) a debriefing meeting of the field mission and, as an option, v) a meeting to present the consultant's final conclusions.
