One of the likely causes for these high drug-related OOP is the incentives faced by hospital clinicians when prescribing medicines and supplements. VSS (health insurance fund) formulary drugs must be procured through strict competitive tendering procedures and are only reimbursed at the cost of procurement. In contrast, the off-formulary drugs, supplements and drugs may be procured through other means than strict competitive tendering and thus do not face the same tight procurement and pricing regulations. And VSS does not review these items. This creates a space for hospitals to gain surplus revenues from patient OOPE for these items, which can then be used to top-up salaries of clinicians or for other purposes. One may further wonder whether these drug-related OOPEs are due to (i) quantities (i.e. excessive prescription trends) or (ii) unit prices (i.e. high medicines prices). The proposed study will collect and analyze data among patients and hospital workers to understand the main reasons behind these issues.TASKSTo help answering this research question, the selected firm will carry out a survey of patients and health workers in selected hospitals in Hanoi. That will include the following tasks:1. Selection of tracer conditions2. Selection of hospitals to be surveyed.3. Selection of patients and health workers to be surveyed4. Development of questionnaires and clinical vignettes5. Ethic approval6. Pilot testing 7. Survey administration (about 70 hospital workers and 160 patients)8. Data cleaning published on 14 Mar 2023.
