12. The deadline for submitting bids is Wednesday, November 1, 2023, at 11 a.m., and the opening of envelopes is at 11 a.m. Any bid submitted after this date will be rejected and returned to its owner.
13. Bids are submitted by hand in a sealed envelope sealed with red wax and the company seal, with receipt of the bid recorded in the register for receiving bids
