Interested organizations must demonstrate commitment and capacity to work at different levels to scale up current and prospective programs, in support of any of our broad strategic objectives listed below: · People restore their hope and life in dignity and safety, their basic needs are covered, and their access to rights and services is guaranteed. · Improved long-term food security for vulnerable households. · People have the possibility to be the agents of their own lives by accessing livelihoods. · Strengthen local community prevention and response capacity for resilience, self-reliance and long-term capacity. NOTE: The applicant LNGO should precisely define its correct size in the application based on the entity stretch and budget managed in order to be correctly categorized during the analysis phase. Size depending on one of the previously mentioned two indicators will not be considered. 1. PARTNERSHIP WITH LOCAL NON-GOVERNMENTAL ORGANISATIONS 1.1 APPLICATIONS ARE EXPECTED FROM NATIONAL NON-GOVERNEMET ORGANISATIONS, COMMUNITY DEVELOPMENT ASSOCIATIONS, CIVIL SOCIAL ORGANISATIONS, WOMEN ASSOCIATIONS, …ETC WITH STRONG PRESENCE IN BOTH SIDES OF YEMEN IS AN ESSENTIAL ASSET. TO BE ELIGIBLE AND CONSIDER FOR SELECTION, APPLICANTS MUST MEET THE FOLLOWING CRITERIA: 1.1 A. Eligibility Criteria for Local Non-Governmental Organizations · The LNGO must be a registered organization with the respective local authorities as a member-based business association/society/consortium in non-government sectors and should be compliant with all applicable local laws and regulations of Yemen. · The LNGO must have a renewed and valid work permit. · LNGO should have at least two functional offices and more as well as a wide national coverage and influence. · According to the size of the LNGO, minimum of 3 years implementing humanitarian programming, with annual portfolio not less than 300,000 USD or more for small LNGOs & 1,500,000 or more for medium and large. · The LNGO has an operational bank account in name of the organization. · The LNGO has Accounting software. · The LNGO has the ability of providing bank financial statement proofing the secure financial position of the LNGO. · Must have at least 3 most recent years audited financial statements ending 2022. · The LNGO is able to demonstrate successful past performance in implementation of WASH, FSL, protection, health programming is a significant asset. · The LNGO has a functional MEAL & CFM Systems. · The LNGO is able to demonstrate previous programmatic implementation in northern and southern areas of Yemen. · The LNGO is an active member in the clusters in Yemen for at least the last three years. · The LNGO is able to demonstrate previous or current partnerships with YHF & other funding INGOs as well as donors by providing references. · The LNGO is directly responsible for the preparation and implementation of the activities. · The LNGO has experience in project management throughout the full program’s cycle and not only activity or distribution-based interventions. · The LNGO is able to demonstrate successful past performance in implementation of achieved programs. · The LNGO must have the essential policies and systems; HR, CoC, Finance, Anti-fraud policy, Data Protection, Safe Guarding, PESA, CFM Policy (BNFs, Staff, and Stakeholder level), Agency Operation Manuals, Logistics policy including: a) Procurement, b) IT, c) Security, d) Asset & Inventory Policy. 1.1 B. Selection Criteria for National Non-Governmental Organizations. · Organization must have well established governance structure. · Organization must have evidence of a leadership structure. · Organization must be politically neutral. · Organization must have evidence of an independent bank account with signatories. · Organization must have well demonstrated and verifiable financial management system and reporting capacity. · Organization must demonstrate acceptance by community leaders and local Government. · Organization must demonstrate satisfactory reference checks for past performance. · Organization must have proven record in community interventions, systems strengthening, policy influencing, advocacy, capacity building, networking and media engagement at governorates and national levels. · Organization must have demonstrated ability to engage effectively on various social media and traditional media platforms. · Organization is able to provide previous assessment by UN and /or other funding INGOs. · Organization must accept to be vetted by DKH vetting system.
