Emphasis was placed on strengthening health systems to move towards UHC through improving human resources for health, essential health commodities security, health information management systems, health care financing, and leadership and governance; as well as, enhancing public health security and strengthening research and evidence for actions. The actualisation of PHC towards progressive attainment of UHC hinges on delivery of comprehensive healthcare services across the life course, addressing the determinants of health through multi-sectoral policies and actions, and empowering individuals, families, and communities to optimise their health.
