Bangladesh formulated a Blue Economy (BE) plan in line with its national Green Growth commitment. The plan established a BE Cell underthe Ministry of Foreign Affairs (MoFA) - which has been ineffective as essential BE sectors needed to be prioritized and coordinated. In Bangladesh's already under studied BE sectors, the contribution of women and girls needs to be addressed. At the policy level, institutions entrusted to formulate BE development plans are often the sole-decision makers,leaving out the voices, therefore the needs, of the beneficiaries – especially that of marginalized groups, like women and girls. This TA will support the Government of Bangladesh (GoB) to advance and implement the country's BE strategy as outlined in the 8th FYP and Delta Plan 2100, considering the WBG Gender Strategy (16-23) and the MSP Guidance Notes and Toolkits. Phase-1 of the TA will work with Bangladesh's General Economic Division (GED) and Finance Division (FD), in tandem with line ministries responsible for fisheries, pollution management, and coastal marine tourism. This TA will inform Bangladesh to prioritize and implement key climate investments identified in the GoB National Adaption Plan (NAP) 2022, the World Bank CCDR Report (Launched) and the upcoming WBG PASA Build Back Greener for Bangladesh Green Growth, and Financing Options report expected Q3 FY 23.
Bangladesh's second-highest export sector, fisheries, has earned around $500M annually. It has provided 60% of Bangladesh's animal protein and employs 17M Bangladesh is (1.4M women) in fishing, farming, fish handling, and processing. Fisheries and aqua culture ensure food security, nutrition, and work for millions. This has been especially critical during commodity trade restrictions during COVID and the recent spike in price increases, including those on food prices. Well-planned and managed mariculture can conserve coastal habitats. Coastal marine tourism, aprominent touristic outlet in Bangladesh, includes beach-based activities. Expanding the labor-intensive tourism sector will create jobs and reduce poverty.
