The NATIONAL SKILLS DEVELOPMENT AUTHORITY in Bangladesh from Asian region had released this tender for Expression of Interest are invited for Consultancy Service for Developing Competency Based Learning Materials (CBLM) for selected occupation Title Of Service: Consultancy Service for Developing Competency Based Learning Materials (CBLM) for selected occupation Brief Description of Assignment: Develop Competency Based Learning Materials (CBLM). This will lead the skills training providers to achieve quality graduates from their institutes. The Project have taken initiatives to develop CBLM on selected occupations with priority on demand from the sectors. The main objective of this assignment is: i. To develop CBLM on selected occupations reviewing the Competency Standard (CS), curriculum and segregate the units of competencies as Generic, Sector and Occupation wise; ii. The CBLMs must comply with the relevant CS and curriculum. Experience, Resources and Delivery Capacity Required: The shortlisting criteria are: • General Experience of the Firm (core business and years in business): Minimum 3 (Three) years of general experience. Joint Venture (JV) may participate in the EoI. • Experience in similar assignments of compatible size, complexity and technical specialty in the required area: A registered consulting firm, with adequate proven working experience and ability on developing CBLM/training materials with minimum 1 (One) year of experience with similar kind of assignments. • Firm’s relevant managerial, financial and organizational capabilities for the assignment; • Must have Registration paper of the firm(s), valid trade license, VAT & TIN certificate. A cover letter in company letterhead, expressing interest to participate in the procurement, duly sealed and signed by the head of the firm; (a) Registration paper of the firm(s), Valid Trade License, Tax Payment Certificate, VAT registration Certificate; (b) JV agreement/letter of intent (if applicable); (c) Firm’s brochure; (d) Audited financial reports for last three years; (e) service experience record (including nature, total cost, total input in terms of man month, employer, location of service etc.). Key Experts will not be evaluated at the shortlisting stage. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. It is preferable to limit the maximum number of JV firms is 03 (three) including the Lead Firm. A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the PPR, 2008.
