Dynamic Purchasing System regarding the receipt, processing and further disposal of land for environmentally approved facilities

The tender for the dynamic purchasing system is carried out in accordance with the Danish Procurement Act (LBKG no. 116 of 3 February 2025 as amended) and is tendered in accordance with the rules on dynamic purchasing systems. Expected quantity of soil in tonnes: 6,650,000 Maximum quantity of soil in tonnes: 9,800,000 The expected annual quantities will appear from the tender list for the upcoming tenders for Period Purchase Contracts, tendered on the dynamic purchasing system. HOFOR can purchase via the dynamic purchasing system: - all services in connection with the receipt, treatment and further disposal of soil from HOFORs ongoing operational, renovation and construction work, etc. - all activities that enable the utilisation of soil. classified recycled or recovered materials in non-virgin condition, e.g. washed gravel and sand. Soil received from HOFORs excavations can be: - dry or wet, - documented or undocumented, - clean or contaminated. The further disposal of the soil can be - for cleaning, - for reuse in HOFORs excavations or - for end use. All Land Recipients who apply for admission to the Dynamic Purchasing System and who meet HOFORs minimum suitability requirements and who are not covered by the grounds for exclusion are granted access to and admitted to the scheme. Purchase obligation: HOFOR has the right to use the Dynamic Purchasing System to purchase the services described throughout the duration of the scheme. HOFOR is not obliged to purchase a specific quantity of services on the basis of the Dynamic Purchasing System. The dynamic purchasing system does not impose an "exclusivity obligation" on HOFOR and HOFOR may - within the framework of the tender rules - purchase the above-mentioned services from Land Recipients who are not admitted to the system. HOFOR will use the dynamic procurement system to conduct tenders for period purchase contracts of an ordinary duration of 1-2 years on Receipt, treatment and further disposal of soil at environmentally approved facilities. The period purchase contract may have an option for up to 2 extensions of a total duration of 24 months. Tender conditions and the basis of agreement associated with the specific tender will be made available when the invitation to tender is sent, cf. the Procurement Directive, art. 53.A draft of standard tender conditions and the contract with annexes for these services will also be made electronically available to participants in the Dynamic Purchasing System. Only applicants who are registered in the Dynamic Purchasing System at the time of HOFORs invitation to tender may participate in HOFORs tender for procurement on the Dynamic Purchasing System. with tender notice no. 721975-2026 published on 19 Oct 2026.
