The Arwos Affald A/S in Denmark from Europe region has released this tender for Arwos currently operates a recycling site with a recycling shop in Aabenraa. Arwos wants to create a future-proof recycling site where it is possible to develop the initiatives in the municipal waste plan for Aabenraa Municipality. The waste plan's initiatives are focused on a circular economy with more direct recycling, sales in its own shop and collaborations around resources and partnerships. The current project is called "Redevelopment of Aabenraa Recycling Site" (hereinafter referred to as "the Project"). The project consists of rethinking the function, layout and operation of the recycling site with a view to establishing a future-proof recycling site. The project is being implemented as a turnkey contract, where the selected turnkey contractor is responsible for both the design and execution of the final solution. The client has not determined the final solution or the detailed organization of the turnkey contract in advance. The tender is conducted as a competitive dialogue, cf. sections 67-72 of the Danish Public Procurement Act (Consolidated Act 2025-02-03 no. 116). This means that only prequalified parties have the right to participate in the dialogue phase and submit any tenders. Any economic operator may apply to participate in the tender, and the Client assesses the applicant's suitability for further participation in the tendering process. Competitive dialogue provides the opportunity to conduct a dialogue with invited dialogue participants in the dialogue phase with a view to identifying the solution that best meets the Client's needs, after which a tender phase is initiated, which includes the actual submission of tenders based on the chosen solution(s). The present tender is thus divided into 3 phases. First, a prequalification phase, which is followed by a dialogue phase, which is followed by a tender phase. The tender phase includes the sending of the final tender material to all those who are prequalified for the dialogue. The competitive dialogue is therefore carried out with a view to identifying and developing the solutions that best support the Project's objectives within the Project's framework. The Descriptive Document contains conditions for and guidance on applying for pre-qualification to participate in the dialogue phase and submitting a tender for the above-mentioned tender.
