Tender for the procurement of mobile damming equipment

Tender Summary

The Ministry of Defence's Equipment and Procurement Authority in Denmark from Europe region has released this tender for Tender for the procurement of mobile damming equipment Description (Danish): The Danish Emergency Management Agency ("BRS"), together with the country's 30 municipal rescue services ("the Municipal Rescue Services"), wishes to enter into a framework agreement for the procurement of mobile damming equipment in the form of free-standing flood barriers. The procurement is primarily intended to support the BRS' and the Municipal Rescue Services' acute handling of climate events, including by warning of elevated water levels from the hinterland as well as seawater, as well as in response to major fires. The mobile damming equipment is to be used both independently in connection with the handling of climate events, among other things, and as a supplement to the BRS' and the Municipal Rescue Services' existing damming equipment. The equipment must be able to be used in several different response scenarios. Firstly, it must be able to be established quickly and flexibly over varying distances in the event of extraordinary water level increases, including in response to acute response in the hinterland, e.g. at lakes and streams, as well as at coasts and ports. Secondly, it must be able to be used to protect individual objects, e.g. critical infrastructure. Thirdly, it must be able to be used as a water reservoir in connection with larger fire operations, where water is placed in the reservoir, from which one or more pumps distribute the water to the response area. The mobile damming equipment must have a primary height corresponding to the height of BRS' existing and most widely used damming equipment. Since the risk assessments and needs of local emergency services vary, it is also desired to offer damming equipment at other heights, which enables adaptation to areas with a need for lower or higher damming. It is essential that the equipment allows for quick, easy and efficient transport, establishment and dismantling, including that handling can be done with a minimum of resources and in a manner that is safe from a working environment perspective. The equipment is assumed to be able to be used several times. The equipment will be stored in a warehouse and transported to the response areas by truck. During deployment, the equipment must be able to be handled manually, including unloading, setting up, taking down and loading, by a minimum of personnel. The framework agreement has a duration of 4 years from signature. with tender notice no. 677155-2026 published on 07 Oct 2026. The tender is due to expire on 30 Oct 2026.
