Tender with negotiation of agreement regarding total consultancy on the Kulturama project

The Odder Kommune in Denmark from Europe region has released this tender for Odder Municipality (“Client”) is pleased to announce a tender for total consultancy on the Kulturama project. Odder Municipality wants to expand and transform Rosensgade 10 from being the setting for the voluntarily run Cinema Association Fotorama/Biffen with a cinema hall, to a building “Kulturama” which, in addition to the cinema, also aims to bring together cultural, educational and association life in a central building in Odder city centre. A building where community, learning and experiences go hand in hand. Kulturama must be an open and vibrant meeting place where citizens can easily drop in, participate in activities and meet across interests and generations. At the same time, the building must form a framework for cooperation between associations, educational opportunities, cultural actors and other local forces, so that new communities and initiatives can arise and develop. It must be an accessible building in the broad sense, where physical, social and economic accessibility is part of the building’s DNA. The project is offered by Odder Municipality with commitments for funding from the Danish Planning and Rural Development Agency and the Danish Social Affairs and Housing Agency, municipal budget appropriations, Biffen's own funds and funds from foundations, including Nordea Foundation. The project is based on transforming Biffen's framework in the building worthy of preservation, so that the existing framework can accommodate a wider range of activities and create space for new and more actors. The focal point of the project is the development of frameworks for teaching, theater, concerts, association activities and an open café area at street level, as well as several cinemas and multiplexes. The existing building is around 500 m² (+130 m² basement) and is expected to be expanded by around 400 m². The front building has a conservation value of 3 (SAVE) and the local plan states the conditions for this. The back building must be changed and there is a particular possibility of expanding upwards. There are virtually no outdoor areas included in the assignment, but an important part of the assignment is to create a connection between Kulturama and the rest of the city. Both by virtue of an inviting and open house, but also in the form of other means that create visibility and connection to Rosensgade/the city center and to Folkeparken/the grocery store area at Kvickly. This tender is primarily relevant for smaller architectural studios and engineering companies.
