Transport support for the Armed Forces deployments

The submission deadline for this tender has passed.

Tender Summary

The Defence Materiel and Procurement Board in Denmark from Europe region had released this tender for This tender concerns transport support for the Danish Armed Forces deployments globally, including resupply. The agreement must cover all transport modalities, i.e. road transport, air transport, sea transport and to a lesser extent also rail transport and courier transport, as well as multimodal transport. The Danish Armed Forces have their own means of transport, but not enough to cover the need. The agreement is thus a supplement to the Danish Armed Forces own and Allied transport capacities. The transports concern, among other things (not exhaustively): Transport of all types of military and non-military equipment, including classified equipment (up to and including the classification level "SECRET" (HEM)), sensitive equipment and dangerous goods, including ITAR-regulated transports ("International Traffic in Arms Regulations"), etc., as well as transport of personnel. It will be a requirement that the supplier must be able to carry out any necessary task associated with the transport and associated services. The type of tasks to be carried out is typically transport to and from national and international missions, exercises, transport for allied nations, as well as transport to disaster areas, relief areas, etc. Transport tasks can thus include transport in high-risk areas, e.g. areas with war or war-like conditions, areas with high crime, areas affected by natural disasters or extreme weather conditions. Transport needs vary in size and number from shipments of individual small packages to part and/or full loads, a large part of which are direct deliveries often with specific requirements for, among other things, time, requirements for stamping documents at border crossings, etc. The Armed Forces operate globally 24/7/365 and need transport capacities that support this. In order to increase security of supply, the Armed Forces want to enter into a strategic partnership with up to 3 suppliers in a cascade model. Strategic partnership here understood as close cooperation in relation to planning, optimization and implementation of transport solutions including subsequent experience follow-up. Active participation is expected, primarily from the primary supplier in the cascade, also at short notice, in, among other things. (not exhaustive): The Danish Defences internal staff meetings and work on exchanging knowledge about specific destinations, modes of transport and transport solutions, including subsequent follow-up of experience for use in developing future transport solutions, knowledge acquisition on installations both in and outside Denmark, threat assessments, emergency planning, etc. The agreement therefore requires that the supplier provides a dedicated team, and that both participants in the team and the suppliers location from which the team works can be security approved. Other suppliers in the cascade must also be able to act as strategic partners to the extent deemed necessary. The practical day-to-day handling, administration and contact with the supplier are expected to be handled by the Joint Movement and Transportation Organization (JMTO), which is responsible for planning, organization and implementation of transport for the Danish Defense. It is expected that an employee from the dedicated team, as a starting point, will have one working day per week at JMTO. The tender covers transports globally, but historically the following areas have had, or are expected to have, significant activity during the term of the agreement: Europe, the North Atlantic (especially Greenland, Iceland and the Faroe Islands - including requirements for the provision of transport with STOL aircraft (Short Take Off and Landing)), the Middle East, the USA and Africa. Within the regions there are specific requirements for the transport services, which will be stated in the later tender materials. The tender also includes all necessary transport-related services, e.g. (not exhaustive): All types of handling services, general advice and support, additional services related to the above mentioned transport areas, access to handling equipment for loading/unloading, assistance with customs clearance and other areas within customs, 24/7/365 hotline to the dedicated team, repackaging and documentation of dangerous goods, additional logistical solutions e.g. provision of facilities such as offices, temporary warehouses, short-term rental of containers, etc. The Danish Defence is an active part of the “Movement Coordination Center Europe” (MCCE), and Denmark thereby offers to carry out transport solutions for allied nations. These transports must also be able to be carried out under this agreement. Denmark also has an international obligation to support allied nations during their stay in and/or in transit through Denmark (Host Nation Support (HNS)). Under this agreement, the supplier must be able to support the Danish Defence with services and equipment to fulfill this obligation. There may be a need for transport from all divisions under the Danish Ministry of Defence, the Danish Emergency Management Agency, the Danish National Police, the UN and other allies, etc. As mentioned, the agreement is expected to be concluded with up to 3 suppliers in a cascade. The principle for the cascade is expected to be as follows: The supplier with the most economically advantageous offer (Supplier no. 1) will, as a rule, be given the opportunity to carry out all orders under this agreement before an order is possibly passed on to Supplier no. 2 and alternatively Supplier no. 3. It is expected that Supplier no. 1 can solve 100% of the tasks. In special cases, e.g. in the event of a significantly increased need for heavy transport and/or the activation of a major contingency plan, all suppliers in the cascade (under the leadership of JMTO) must be able to cooperate, if this is deemed necessary, to provide the necessary capacity requirements. Given the development of the geopolitical situation etc., it is to be expected that during the term of the agreement there will be a need for new services (e.g. new focus areas, routes, services etc.). Such services shall be considered to be covered by this tender to the extent that they are services in relation to supporting the Defences needs for civil global transport support. with tender notice no. 711469-2026 published on 15 Oct 2026.
