Structural planning The awarding authority intends to build the new Appenrode community center with the help of the Free State of Thuringia s Integrated Rural Development and Revitalization of Brownfields funding program The relevant guideline for promoting integrated rural development and the revitalization of brownfield sites from 2023 is relevant A corresponding funding decision is available The approval period is July 16 2025 to August 1 2027 The awarding authority is seeking an extension A draft plan already exists as a binding basis for further planning However the relevant specialist planning has not yet been carried out a The subject of this award is the structural planning services The property planning and other specialist planning are awarded separately Multiple applications relating to the various property and specialist planning are permitted b The basic services of service phases 1 to 6 of the structural planning will be awarded in stages in accordance with the draft contract Part C of the tender documents The following special service in structural planning will also be awarded - Engineering control of the execution of the supporting structure for compliance with the tested static documents Furthermore reference is made to the draft contract Part C of the tender documents with regard to the scope of services the mutual obligations and the remuneration for structural planning The future contractor is commissioned in service levels Additional service levels are accessed under the following conditions and the additional conditions of the level contract see draft contract part C of the tender documents a Performance level 1 The contracting authority initially commissions the future contractor to provide service level 1 This includes the basic services of service phases 1 to 4 b The following performance levels If the planning and execution of the measure continues the contracting authority intends to commission the future contractor with further services in the following performance levels Performance level 2 Basic services of LPH 5 and 6 Performance level 3 Special performance of the LPH 8 c Commissioning of further service levels The commissioning of further service levels is carried out by the contracting authority as future client in text form before each further service level If several service levels are commissioned at the same time the contracting authority will expressly inform the future contractor of this The future contractor is obliged to provide one or more additional service levels if the contracting authority assigns them to him within a maximum of 12 months after completion of the services of the previous level The future contractor must inform the contracting authority in a timely manner of the need to commission a subsequent service level The contracting authority reserves the right to limit the commission to partial services of individual service levels or to individual sections of the measure There is no legal right to commission further service levels partial services The future contractor is obliged to provide further services if the contracting authority assigns them to him in a timely manner Due to a step-by-step commissioning in accordance with the contractual regulations see also Part C of the tender documents the future contractor cannot derive any increase in his fee or other claims d Orientation exclusively towards the HOAI 2021 The orientation is based exclusively on the HOAI 2021 and in particular the table values provided therein This also applies to future performance levels There is therefore no orientation towards any future HOAIs with possibly increased table values possibly changed partial services and possibly changed per-hundred rates for individual basic services even if a future version of the HOAI has already come into force at the time a service level is accessed
