The BUREAU FOR CONSTRUCTION AND LOGISTICS BBL in Switzerland from Europe region has released this tender for Contract Type: Service 09/30/2026 | The IT-EDA is procuring a standard software solution to replace Microsoft Identity Manager (MIM), including all services necessary for its lifecycle. The subject of the procurement includes, in particular: delivery and licensing of standard IAM software; maintenance and support services according to the detailed requirements in Appendix 6; implementation services (design, installation, migration, parameterization); further development services including acceptance testing; operational support services; and training and consulting services. The services are structured modularly into work packages. The detailed service descriptions are defined in the respective appendices (e.g., A1 Concept, D1/D2 Support, E1/E2 Operation, G1 Further Development). The basic contract includes all work packages of the basic services. The optionally tendered services relate in particular to the extension of the service provision after the initial contract period. The procurement regulations for optional services are defined in the draft contract. The planned service period is: Base service: April 1, 2027 – December 31, 2032. Optional extension of up to 9 years, renewable annually from January 1, 2033 – until December 31, 2041. IT-EDA requires an IAM successor solution for its Microsoft Identity Management (MIM) solution, whose life cycle ends on January 9, 2029. Therefore, IT-EDA is seeking a service provider that can offer a suitable successor solution. The successor solution must be able to replicate the functionalities of the MIM and also provide a suitable end-user portal. In addition to the successor product, support services for design and migration must be offered. Operational and development resources must be provided for the next 4 years and optionally for 8 additional 1-year periods. Licenses must be guaranteed for the entire duration of the contract.
