This project aims to replace the current statistical analysis tool, migrate existing processing to a new platform, modernize the statistical data dissemination capabilities, and enhance the efficiency, sustainability, and security of data management. The transformation will cover all activities of the Office and directly impact approximately thirty collaborators. The allocated resource will primarily focus on the business aspects of the project, particularly governance, planning, internal team coordination, migration activities management, change management, and stakeholder interface. The project has significant constraints in terms of budget, organization, and internal resource availability, within the context of maintaining StatVD's operational activities. The mission is scheduled to begin in January 2027 and is estimated to last until the end of 2030, with an indicative activity rate of 80% that can be adjusted according to the project phases. The work will primarily be conducted on-site, with the possibility of remote work as defined by StatVD during the mandate execution. The present call for tenders covers the provision of a dedicated business project leader resource within the framework of a service location (LSE) contract, as well as the contractor's ability to ensure mission continuity through the provision of replacement resources with equivalent skills and experience. Upon completion of the call for tenders, a four-year service location framework contract will be concluded. Due to the constraints related to the allocation and tracking of the contractor's budgetary resources, the cumulative value of services ordered over the entire market duration (4 years) in the context of this market shall not exceed CHF 916,000.- TTC (calculated with an 8.1% VAT).
