The Fachstelle Beschaffungswesen Stadt Bern in Switzerland from Europe region has released this tender for The subject of this tender is the award of a mandate for overall project management (OPM) for the redesign of the Schützenmatte area, encompassing SIA phases 31 to 53. Commissioned by the City of Berns Civil Engineering Department, the OPM will assume operational management of the entire project and ensure the targeted implementation of the project objectives from planning to completion. The OPMs responsibilities include, in particular, the integrated management of a multifaceted, inner-city transformation process. The Schützenmatte is characterized by an exceptionally high functional, social, and political density. As a centrally located urban space, it simultaneously serves as a transportation hub, meeting place, cultural attraction, and social hotspot. The OPM will ensure that the redesign is carried out taking these complex parameters into account. This includes, in particular, the diverse usage demands, the high level of public and political attention, and the challenging integration into existing urban structures and processes. Close coordination with third-party projects is also of central importance. In particular, there are significant dependencies on the Bern Railway Station Future Project (ZBB), which will occupy the space for several years and substantially influence the phased redevelopment. Interfaces with other third-party projects (including traffic management, parking, adjacent streetscapes such as Hodlerstrasse, and developments around the express freight area) also require continuous coordination. The GPL (General Planning and Development) ensures that these dependencies are identified early, coordinated, and integrated into project management. The GPL acts as a central hub between the client, administrative units, political bodies, security authorities, and external stakeholders. It guarantees coherent project management and ensures that the redevelopment is developed and implemented in a technically sound, politically viable, and socially acceptable manner.
