The DHAKA TRANSPORT CO-ORDINATION AUTHORITY (DTCA) in Bangladesh from Asian region had released this tender for Expression of Interest are invited for Design, Development, Testing, Implementation and Maintenance of an Android Based AFC Bus Validator System along with necessary system integration with Clearing House of DTCA; (ii)Item-2: Design, Development, Testing, Implementation and Maintenance of an Android-Based TOM System for Handy POS device along with necessary system integration with Clearing House of DTCA. Consulting Firm (National)  (Lump-Sump) Title Of Service: A Consulting Firm (National) for the- (i) Item-1: Design, Development, Testing, Implementation and Maintenance of an Android Based AFC Bus Validator System along with necessary system integration with Clearing House of DTCA; (ii)Item-2: Design, Development, Testing, Implementation and Maintenance of an Android-Based TOM System for Handy POS device along with necessary system integration with Clearing House of DTCA. Brief Description of Assignment: DTCA has taken a massive initiative to introduce NFC IC card called ‘Rapid Pass’ with a motto ‘One Card for all Transport’. As part of this massive undertaking, the following assignment will be performed by the Consulting Firm: Item-1: Design, Development, Testing, Implementation and Maintenance of an Android Based AFC Bus Validator System along with necessary system integration with Clearing House of DTCA. i. Perform Project initiation and planning; ii. Define Software Requirement Specification (SRS) and Documentation; iii. Design, Development, Testing and Implementation of Software System; iv. Supply and Physical Setup of 100 Bus Validator and 50 Bluetooth Mini Receipt Printer along with necessary equipment; v. Integration with Clearing House System of DTCA, Knowledge Transfer and User Acceptance Test (UAT); vi. On-demand Physical Setup of 1000 Bus Validators (to be provided by Procuring Entity) along with necessary equipment, Maintenance and Support Service of Software System over a period of 2 Years. Item-2: Design, Development, Testing, Implementation and Maintenance of an Android-Based TOM System for Handy POS device along with necessary system integration with Clearing House of DTCA. i. Perform Project initiation and planning; ii. Define Software Requirement Specification (SRS) and Documentation; iii. Design, Development, Testing and Implementation of Software System; iv. Supply and Installation of 50 Handy TOM (Ticket Office Machine) POS Device; v. Integration with Clearing House System of DTCA, Knowledge Transfer and User Acceptance Test (UAT); vi. Maintenance and Support Service of Software System over a period of 2 Years. Experience, Resources and Delivery Capacity Required: 16.1 General Experience : Mandatory (Must be Full-Filled): a) Must be a IT/ITES firm with minimum 8 (Eight) years of practical experience of software /system design, development, deployment and maintenance; Preference: a) Having more experience 8 Years of experience; b) Having experience in developing Software for any statutory / government / autonomous / renowned foreign institution of Bangladesh; c) Having certification on CMMI-DEV (minimum level-3) and ISO 9001. Supporting Document (Must be submitted as required): a) Experience Certificate or Completion Certificate or equivalent. b) CMMI-DEV and ISO 9001 Certification (only if applicable). 16.2 Relevant Experience Mandatory (Must be Full-Filled): a) Must have experience of successful completion of design, development, deployment and maintenance of minimum 2 (two) Financial System/Banking System/Transport Ticketing System related project each having a contract value of minimum BDT. 50 (Fifty) lakh. Preference a) Having higher number and higher value of completed Project. Supporting Document (Must be submitted as required): a) Completion Certificate or equivalent. 16.3 Specific Experience Mandatory (Must be Full-Filled): -Not Applicable- Preference a) Having experience of completed/ongoing project of developing NFC IC card-based or Point of Sales (POS) based automatic fare/bill collection system. Supporting Document (Must be submitted as required): a) Completion Certificate or Experience Certificate or NoA or Work Order or Contract Agreement or equivalent. 16.4 Availability of Assets Mandatory (Must be Full-Filled): a) Must have liquid assets as working capital or credit line minimum BDT. 60 (Sixty) Lakh at present. Preference -Not Applicable- Supporting Document (Must be submitted as required): a) Bank Solvency Certificate; 16.5 Financial Capability Mandatory (Must be Full-Filled): a) Must have Yearly turnover of minimum BDT. 50 (Fifty) Lakh on average in the last 2 (two) financial years on average. Preference -Not Applicable- Supporting Document (Must be submitted as required): a) Audited Financial Statement of Last Two Years (FY: 2020-21, FY: 2021-22) 16.6 Managerial Capability Mandatory (Must be Full-Filled): a) Must have minimum of 40 (Forty) total employees and of which a minimum of 20 (Twenty) total software/system development related IT personnel. Preference a) Firm’s having higher number of project managers (software / system development related) or equivalent, Android-based Full-stack senior and mid-level software developers / architect / programmer or equivalent, software / system implementation, maintenance / support engineer with knowledge of Database Administration or equivalent, Technical Document Writer or equivalent will be given preference. Supporting Document (Must be submitted as required): a) List of Employees with Name and Designation. b) Up-to-date Trade License; c) Certificate of Incorporation; d) Tax Payment Certificate of FY 2021-22 or FY 2020-21 e) VAT Registration Certificate Other Details (if applicable): I. All supporting documents (as mentioned in column-V of Clause-16) must be clear, sequentially arranged, readable, tagged, signed/sealed by the Consultant (Firm). II.
