Engineers Department Announcement of a request for proposals for the second
time The Chairman of the Contracts and Tenders Committee in the Engineers Department announces the need of the Ministry of Defense - Engineers Department to secure materials (drilling and packaging machines) under an internal contract in the method of submitting bids
Those wishing to submit a request for proposals can view the documents related to it (Technical Conditions Book No. / 1333 / dated 29/3/2023 and the legal and financial conditions book) at the Office of the Contracts and Tenders Committee at the Engineers
Department as of (Tuesday) on (11/7/2023 AD).
Offers shall be submitted to the Engineers Administration Bureau after viewing them from the Contracts and Tenders Committee as follows within three sealed envelopes, and these envelopes shall be placed in a fourth envelope entitled in the name of the entity specified in the advertisement and the subject of the request for proposals shall be written on it as follows
A- The first envelope: contains the following
1- Documents proving the fulfillment of the conditions stipulated in Article 16 of Law No. 2 of 2022 and other required conditions (commercial registration document - chamber of commerce registration document - non-paper An employee from the General Register of State Employees – Summary of a criminal record – Declaration of commitment to boycott Israel – A permit not to be deprived of entering into tenders or contracting with ministries or other public bodies or has his funds seized in a precautionary attachment for the benefit of public authorities or an executive attachment – A copy of the identity – Subscription document in the official announcement bulletin)
2- Application for participation in the request for tenders affixed with the prescribed stamps (a financial stamp worth / 100,000 / SYP and a war effort stamp of / 300 / SYP and a martyr stamp with a value of / 200 / L.S., the country of origin and the manufacturer offered by him
3- A statement from the bidder that he has reviewed the general conditions book, the special conditions books (legal, financial-technical) and the tables of the items of supplies or works required for the request for tenders and that he accepts all the terms and conditions
stated in these documents 4- A financial receipt against the purchase of the file with a value of / 2000 / SYP only two thousand Syrian pounds

B- The second envelope: contains the technical offer and specifications and may not include any prices, reservations or legal or financial conditions, and none of them is considered if received, and only one offer is accepted from one offer, and the offer does not include more than one option under penalty of rejecting the offer.
The technical offer must include all the documents required in the technical conditions book, and all documents shall be stamped with the appellant's seal and any document that does not meet this condition
shall be rejected. C- Third envelope: It contains the financial offer with a table of individual and total prices, as the case may be, and it is clearly organized by the bidder without scratching, deletion or filling, and it may not include any reservations or legal or technical conditions, and none of them is considered if received
